What are the responsibilities and job description for the Substance Use Program Coordinator position at Town of Dartmouth?
Definition:
Develops and oversees the implementation and coordination of substance use prevention and education, including management of the opioid settlement fund activities and finances.
Supervision:
Works under the general direction of the Town Administrator or his/her designee. Plans own daily work load and works independently according to established procedures or standards.
Job Environment:
Position involves frequent internal and external contacts which require public relations skills. Contacts involve non-routine problems and require in-depth discussion in order to resolve the problem. Position has frequent contact with clients in person, in writing, social networks and on the phone.
Must be available for evening and weekends as needed.
Essential Functions: (The essential functions listed below are intended only as illustration of the various types of work that may be performed. Oversee and manage all related programs, activities and contracts funded by the Opioid Settlement.
Create and administer grant-funded programs using Opioid Settlement funds to support the development of educational and prevention programs in the community.
Oversee the opioid program budget and allowable spending based on state guidelines. Maintain, update and provide reports on the town’s settlement funding plan; complete all required reporting in accordance with Opioid Settlement guidelines.
Lead relevant procurement process as needed for program implementation including develop, negotiate and review contracts associated with opioid settlement and other applicable funding resources.
Pursue additional funding and support for opioid and other use prevention work, including grant writing and pursuing technical assistance from state and national resources.
Enlists the support and participation of public and private agencies in carrying out educational programs and addressing addiction and drug use problems specific to the needs of constituents.
Ensure that project milestones and deadlines are met, and guide modifications to the project as appropriate. Collect and analyze data on the effectiveness of prevention efforts and provide education and resources to community members.
Coordinate and engage with community members and key stakeholders around opioid and other substance related overdose prevention. Participate, organize and/or lead teams associated with program implementation and substance use disorders. Create and maintain working relationships with funding partners, potential applicants and other stakeholders. Convene regularly with Dartmouth Advocates for Addiction, Recovery and Treatment (“DAART”). Maintain DAART website, including the updating of resources and community events.
Respond to individuals in crisis by providing referrals and established resources. Provides education and resources to community members on substance use prevention and recovery.
All other related duties as required.
Recommended Minimum Requirements:
Bachelor’s degree in social services or related field of study and two years of professional related experience; or an equivalent combination of education and experience. Substance use educational/programming and prevention experience, grant and project management experience.
Licenses required:
Valid Drivers License
Knowledge, Ability and Skills:
Demonstrated knowledge and passion for work with substance use prevention and response.
Knowledge of designing and implementing substance use/prevention programs.
Ability to coordinate program operations including contract oversite, planning and monitoring of actions and deliverables.
Self-directed with an ability to manage multiple priorities and timelines.
Demonstrated skill in creating and managing relationships with community partners.
Physical Requirements:
Employee works in an office setting with frequent site visits including homes and schools. Performs sedentary work that involves walking or standing some of the time. Employee may be exposed to hostile situations and/or individuals. Lifting up to 30 lbs.

Pay: $27.66 - $36.06 per hour
