The Town of Dedham seeks highly qualified candidates for the position of Stormwater Manager to be responsible for complex administrative, technical, supervisory, professional and analytical work directing daily operations of the Stormwater Division. Responsible for policy development and implementation as well as the oversight, management, and supervision of the Town’s Stormwater Rules & Regulations and By-Laws. Assists other Town Departments with various duties related to the Town’s Municipal Separate Storm Sewer System (MS4).
Recommended Minimum Qualifications
Education and Experience
- Bachelor’s degree (Master’s Degree preferred) in Civil/Environmental Engineering or Management, or Environmental Science;
- Five to seven (5-7) years of related work experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job; and
- Must receive an acceptable CORI/SORI report.
Supervisory Responsibilities
- Supervises one full-time employee and seasonal interns.
- Accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner.
- Gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals and procedures; resolves employee complaints and effects disciplinary actions, such as oral warnings and reprimands; has substantial responsibility for technical soundness of subordinates’ work.
Additional Requirements
- Must possess a valid state driver’s license or have the ability to obtain one prior to employment.
Knowledge, Ability, and Skill
- Broad knowledge of stormwater management, federal, state and local environmental regulations, and best management practices.
- Working knowledge of Massachusetts municipal government.
- Working knowledge of Massachusetts’ Wetlands Protection Act & Regulations.
- Ability to write, read, analyze, and interpret written materials, including engineering plans and topographic maps.
- Ability to interpret a variety of technical information in written or diagram form and make related decisions within the limits of established policies.
- Knowledge of office procedures, equipment, and computer applications including GIS.
- Ability to present information in written or oral format that conform to prescribed style and format.
- Ability to effectively present information to public groups, clients and employees.
- Ability to research and respond to common inquiries or complaints from customers, regulatory agencies, or elected and appointed officials.
- Ability to stand, walk, sit, speak, hear and use hands to operate equipment. Vision requirements include the ability to read routine and complex documents and use a computer.

Essential Duties and Responsibilities
- Under the general supervision of the Planning Director works to achieve and maintain compliance with the Town’s MS4 permit with particular focus on Construction Site Runoff Controls, Post-Construction Site Runoff Controls, and Pollution Prevention.
- Implement, administer, and manage the Town’s Stormwater Management Rules & Regulations and By-Laws.
- Formulate and implement regulatory changes, coordinate interdepartmental regulatory review for compliance with the Town’s MS4 permit.
- Plan, organize and coordinate the daily activities of the Stormwater Program; coordinate and supervise maintenance operations and personnel, design review, investigation, inspection, and water quality programs related to public and private stormwater systems.
- Attend professional meetings to keep abreast of change in laws and regulations pertinent to the Town’s MS4 permit.
- Develop and maintain policy and guidance documents on use of Best Management Practices (BMPs) for commercial, industrial, construction and residential activities; manage education program regarding pollution prevention and use of BMPs.
- Represent the Town in meetings involving other municipal governments and state and federal agencies; serve as liaison with federal, state and other agencies with respect to regulations and programs involving stormwater pollution.
- Develop and maintain policies ensuring effective communications with the public, contractors and government agencies to receive complaints and suggestions, to provide information, and resolve disputes and conflicts as needed.
- Receive and respond to complaints from public made by telephone and through internet-based system and from Town boards and departments.
- Prepares necessary management plans, legal documents, grant applications and administers those grants received.
- Assists in maintaining department records, files, maps, reports, plans, and stormwater management permits.
- Assists in monitoring violations and enforcement issues within the Town and issues enforcement orders; monitors constructions sites to ensure compliance with permits.
- Responsible for creating and maintaining a safe and healthy work environment.
- Develop long term goals and work plan, develop staffing plan; develop capital and operating budget.
- Work with Planning Director, Conservation Agent and other Town staff to review, comment on, and implement FEMA mapping changes.
- Assist with stormwater utility fee appeals submitted by residential and non-residential property owners and general inquiries as necessary.
- Performs similar or related work as required.
