The Town of East Hartford is looking for an Information Systems Specialist. This position involves configuring information systems, providing technical support, and offering troubleshooting services to various municipal departments.
Key Responsibilities:
Configure and maintain information systems.
Provide technical support, assistance, and training to municipal employees on computer hardware, including mobile devices and accessories, as well as software.
Deploy, troubleshoot, and diagnose computer-related issues.
Conduct user training sessions.
Manage daily Local Area Network (LAN) operational tasks.
Make difficult hardware and software technical decisions and recommendations.

Essential Duties:
Provide technical support to municipal departments regarding personal computer and network issues, including diagnosing problems, making repairs, and managing new installations and configuration of equipment and software.
Maintain existing workstations, applications, and inventory of personal computer network hardware and software.
Proficiently perform Active Directory administrative duties, including adding users, creating and modifying Group Policies, and managing security groups for file sharing. Regulate access levels to ensure authorized use of data, networks, and communications based on feedback from data owners.
Assist users in identifying necessary software for new tasks and provide support for automating repetitive manual tasks (macros, batch files, and built-in workflow management processes).
Install and configure software applications and troubleshoot reported or discovered issues.
Assist various offices in maintaining third-party software and provide cost-saving recommendations to upper-level management.
Install, configure, and maintain PCs and mobile devices, and provide lifecycle support for software in production.
Support network operations by providing level 1 and 2 troubleshooting for basic network performance problems and outages.
Develop and conduct software and hardware training sessions for clients, both individually and in classroom settings, covering numerous Microsoft and proprietary software products.
Perform various legacy data processing functions, such as payroll check processing, as directed.
Operate Windows Server OS and supporting hardware proficiently to deliver core services.
Maintain technical knowledge by routinely attending IT certification courses, training seminars, and online learning modules to reduce the Town's need for external consultants and services.
Advise on the development and updating of the Town of East Hartford's system use policy. Cooperate with appropriate Town departments in investigating alleged policy violations.
Support the Town's communications infrastructure, including local and field offices, police, fire, dispatch, and mobile operations. Technologies include email, phones, and wireless mobile technology.
Knowledge, Skills, and Abilities:
Extensive knowledge of various office software products.
Strong technical expertise in network hardware and operating systems.
Solid understanding of basic programming languages (batch, Access, Excel).
Proficient in the operation and maintenance of personal computers and printers.
Excellent problem-solving skills in the field of information technology.
Ability to establish and maintain effective working relationships with department heads, coworkers, and vendor representatives.
Capability to service different operating system platforms and perform regular updates.
Proficiency in using imaging tools, deployment applications, and MDM tools for efficient deployment of computer workstations and network-connected devices.
Exceptional organizational skills and the ability to work independently with shifting priorities.
Ability to assess and evaluate IT issues in the absence of an Information Technology Manager.
Qualifications:
Associate degree in computer technology or a related field.
Two to three years of progressively responsible Help Desk support experience, including the creation of user documents, spreadsheets, basic applications, and networking involvement.
Relevant Information Technology certifications may substitute for an Associate degree.
