What are the responsibilities and job description for the Programmer/Systems Analyst position at Town of East Hartford?
The Town of East Hartford is in search of the perfect candidate for their Programmer Systems/Analyst role. This position mainly involves providing continuous technical support for the Town's databases and applications, as well as occasionally assisting with IT operational tasks.

Works under the general direction of the Information Technology Manager and/or Chief Information and Security Officer.

- Maintains, modifies, and monitors operation of municipal Database and application servers to ensure optimal performance and integrity, including configuration, management, documentation, capacity planning, performance tuning, systems automation, and routine maintenance.
- Works with key staff across all divisions to identify needs of users and staff around application needs
- Provides training and technical assistance with end users and staff to support software use as necessary
- Researches, Evaluates, and provides critical input into new software
- Performs routine and non-routine testing of primary and redundant systems connected with various Town run applications
- Patches and maintains supported applications, aids in windows patching as required
- Supports integrations between on-premises data sources and cloud-based software
- Supports development of cloud-hosted applications including but not limited to: Microsoft 365 apps, ERP applications and similar business systems run through the municipality
- Aids in software configurations for applications supported
- Writes reports against Town software packages using SQL and/or vendor tools
- Supports user adoption of report writing tools where available to create organizational sustainability through training
- Supports cloud hosted software for data integrations and system turn up
- May aid in hardware and software upgrades throughout enterprise as required
- Has primary responsibility in operation of Public Safety systems design, operation, and maintenance and works closely with Technology Specialists to ensure maximum cross training
- Other tasks as assigned by IT Manager or CISO adjacent to above
- Considerable knowledge and experience in database fundamentals including but not limited to queries, performance tuning, installation/configuration/management
- Considerable knowledge of SQL server uses and operations
- Knowledge of modern and relevant automation and integrations tools (including PowerShell Scripting for windows server and capabilities of API's)
- Knowledge of and ability to work with cloud tool for integration work between on and off premise systems via modern and legacy methods (API or flat file exchanges)
- Considerable knowledge and experience in Desktop and Server Operating systems such as Windows (Server and desktop levels) and linux
- Knowledge and understanding of methods and procedures in Server and PC support
- Experience debugging and modifying legacy applications written in MS Access
- Strong organizational skills

Salary : $75,551 - $91,835
