Summary
Under broad supervision, the Police Records Supervisor performs high-level administrative and technical support for the Firestone Police Department. This position works with considerable independence, including verbal or written communication, which may be complex or confidential in nature. This position manages and directs the internal processes facilitated by the Police Records/Digital Evidence administrative staff. The Police Records Supervisor is responsible for oversight and supervision of the Police Records/Digital Evidence Technician.

  Essential Duties and Responsibilities:
The below list is intended to illustrate the responsibilities of the position and is not all-encompassing. The Town may change these duties at any time.

  • Assists with planning, organizing, directing, and supervising the administrative functions and activities of the Police Records & Evidence Division; assists in the development and implementation of objectives and priorities; evaluates and provides recommendations to the Command staff for improvement of efficiency and effectiveness
  • Plans, directs, coordinates and reviews the work plan for staff; assigns work activities, projects and programs
  • Responds to phone calls and inquiries from residents regarding information and problems within scope of ability; handles and processes routine correspondence
  • Responsible for oversight of the Police Records/Digital Evidence functions within the department, including all police records, body-worn cameras, and all other surveillance videos and digital evidence
  • Ensures chain of custody standards are met for all forms of digital evidence
  • Ensures all requests for materials from investigators, defense attorneys and the public are properly handled
  • Performs cashier function using electronic processing equipment; reconciles cash drawer and prepares deposits; reconciles cash receipting reports and provides all receipting documentation to the Finance Department daily
  • Processes requests for case reports from the district attorney’s office and fulfills informational needs of all required documentation for court arraignments, hearings, and trials and maintains records request email box for county summonses and the public in accordance with Department policies and procedures, the CORA & CCJRA, and the Colorado Municipal Records Retention rules and regulations
  • Releases records regarding case reports at the request of other law enforcement agencies, Social Services, public defenders, defense attorneys, victim advocates, military recruiters, insurance companies, news media, and individuals involved in or related to a case incident in accordance with Department policies and procedures, CORA & CCJRA, and the Colorado Municipal Records Retention rules and regulations
  • May assist the Municipal Court staff when court is in session; including the collection of payments and other court tasks as needed
  • Provides support to officers in obtaining information on criminal histories, driving records, vehicle registration, and warrant information, enters all CBI-required stolen/recovered property into CCIC/NCIC and retrieves case file data for officer review for appearance at court proceedings
  • Manages and maintains Police Department records, database, and files; processes police reports, creates files and includes applicable paperwork; enters, retrieves, seals, expunges and archives records as needed
  • Serves as CCIC/NCIC Coordinator for Police Department
  • Manages department’s guard traffic for CCIC/NCIC, and oversees all sex offender registrants to ensure compliance
  • Oversees police impound process, including CCIC entry and notifying owner via certified mail
  • May assist as a point of contact for residents in person or via phone, provides services and information, i.e., contacts officers, verification of vehicle identification numbers, advises residents when a dog or cat has been impounded and whom they need to contact to collect their animal, vehicle impound releases, background check verification
  • Distributes reports to State and county agencies, media outlets, military recruiters, and insurance companies
  • Performs tasks related to converting media from body worn camera software and formatting, reviewing, and releasing it properly to upload to the District Attorney’s office and as requested by the public or other law enforcement agencies
  • Establishes and maintains traditional and electronic record-keeping systems and complies with all record retention policies of the Town
  • Manages the Secure Document Data System (SDDS) fingerprint tracking through SDDS website for all employees, vendors, volunteers, and contractors with building access
  • Serves as the Terminal Agency Coordinator (TAC)
  • Maintains CJIS Network-related documents
  • Serves as the police department’s designated Custodian of Records (CoR)
  • Oversees all CCJRA requests as CoR to ensure compliance with state and local guidelines
  • Submits monthly NIBRS reports as required by the FBI
  • Serves as the Agency Administrator for the department’s Records Management System
  • Maintains status as a Notary to notarize documents for staff members and the public
  • Obtains CCRN training to receive Master Records Certification and remains current with Open Records requirements
  • Participates in ongoing training for personal and professional development

  • Ability to employ patience and tact in dealing with internal and external customers
  • Proficient in Microsoft Office Suite

 

Education and Experience:

  • High School diploma, GED, or equivalent is required; Associate’s or Bachelor’s degree in Criminal Justice preferred
  • Three (3) years of progressively responsible experience in a law enforcement agency is required; specific experience in Police records and digital evidence is preferred
  • Bilingual in English and Spanish highly preferred
  • A combination of education and experience may be considered

 

Licenses/Certifications:

  • Valid Colorado Driver License and satisfactory driving record required
  • Must possess or obtain CORA/CCJRA certification within twelve (12) months of employment and maintain certification throughout employment
  • Must possess or obtain CCRN (Colorado Certified Records Network) Master Records Certification within twelve (12) months of employment depending on conference availability and maintain certification throughout employment
  • Must be a notary public or be willing to obtain within six (6) months of employment and maintain throughout employment

On rare occasions, the employee may be required to climb and balance. The employee must frequently carry, pull, push, or lift up to 20 pounds.

The employee must be physically able to operate various computers and office equipment successfully to fulfill the essential functions of this position.

Vision:
Employees must be able to consistently see with near and far acuity, depth perception, color vision, and field vision.

Hearing:
Employees must have the ability to hear, understand, and distinguish speech and/or other sounds (e.g., machinery, telephones, doorbell, alarms); communicate clearly and effectively; understand and be understood; be able to consistently engage in ordinary conversations.
