The Town of Fort Myers Beach is seeking a dedicated and dynamic Community Development Manager to work with our team in shaping our town's growth, resilience, and development. As a pivotal member of our team, you will oversee key initiatives in planning, zoning, permitting and community engagement, ensuring alignment with the Town's strategic vision and mission.

Position Summary

The Community Development Manager is responsible for leading and coordinating the municipality's community development programs, including permitting, planning, and zoning, to drive departmental initiatives aligned with the municipality's strategic objectives. Serving as the department's primary point of contact, this role ensures that all public inquiries are handled with the utmost professionalism, delivering timely and accurate responses. Key responsibilities include overseeing daily operations, implementing strategic initiatives to foster sustainable growth, ensuring full regulatory compliance, and cultivating productive partnerships with internal departments and external stakeholders. Through these efforts, the Community Development Manager plays a pivotal role in advancing the municipality's development goals and supporting long-term community planning objectives.

Responsibilities and Reporting During an Emergency Situation : If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

EXAMPLES OF ESSENTIAL DUTIES

  • Manage and oversee community development projects ensuring all projects are executed within defined scope, budget, and timeline, while consistently meeting the municipality's quality standards.
  • Contribute to the creation, implementation, and enforcement of municipal policies regarding permitting, planning, and zoning, recommend strategies to enhance the efficiency and effectiveness of community development services.
  • Ensure compliance with all federal, state, and local regulations across municipal planning, zoning, building, and development activities, managing the review and approval process for permits and development applications to maintain regulatory integrity.
  • Optimize the use of community development software to ensure efficient, user-friendly processes that are fully integrated into daily operations; regularly assess system functionality and provide tailored recommendations for workflow enhancements to maximize productivity and improve service delivery.
  • Serve as the primary spokesperson for the department, delivering exceptional customer service and professionalism to the community. Ensure all communications are timely, consistent, and aligned with the Town's vision for community development.
  • Supervise and guide community development staff by providing clear direction, training, and opportunities for professional growth, ensuring all team members meet necessary training requirements and maintain relevant certifications.
  • Monitor and evaluate staff performance to ensure alignment with department objectives and the municipality's overall mission and strategic goals.
  • Oversee and maintain customer service standards within the department, ensuring high-quality service levels are consistently met to serve the public and stakeholders effectively.
  • Coordinate and manage the scheduling and workflow of community development staff to maintain adequate staffing levels and ensure timely completion of all assigned tasks. Monitor and approve time and attendance items in the assigned HRIS.
  • Collaborate with Human Resources to recruit, hire, and retain skilled staff, contributing to a stable and competent workforce.
  • Assist in preparing the department's annual budget, managing resources effectively to support the successful execution of community development projects and initiatives.
  • Coordinate with other municipal departments, such as Public Works, Utilities, and Parks & Recreation, to support infrastructure improvements, economic growth, and sustainable development efforts across the municipality.
  • Prepare comprehensive reports, presentations, and updates for the Community Development Director, Town Manager, executive leadership, and elected officials on ongoing projects, regulatory changes, and department performance metrics.
  • Lead and manage community development staff to ensure departmental goals are consistently achieved, fostering a motivated and cohesive team environment.
  • Maintain up-to-date knowledge of municipal, state, and federal legislation, advising staff on relevant regulations to ensure accurate and compliant work practices.
  • Facilitate consistent communication with internal teams and external parties to ensure a smooth flow of essential information throughout all projects and processes.
  • Respond promptly and professionally to inquiries and concerns from Town residents, contractors, applicants, internal staff, and elected officials, providing efficient and courteous service.
  • Prepare and distribute annual reports, federal compliance reports, and any other regulatory documents as required, maintaining thorough records and supporting the municipality's transparency.
  • Conduct regular department meetings to review progress, address concerns, and foster collaboration within the team.
  • Attend assigned meetings, educational seminars, and training sessions to stay informed of industry best practices and new regulatory standards.
  • Participate in emergency response tasks and assignments as directed, supporting the municipality's preparedness and resilience.
  • Perform additional duties as assigned.

REQUIREMENTS :

Education, Certification, and Experience :

  • Bachelor's degree in Business, Public Administration, Planning or a related field.
  • A minimum of 5 years of experience in community development, construction or a related field, with a minimum of 2 years in a supervisory or management role.
  • Working experience in a government agency is highly preferred.
  • Relevant work experience may substitute on a year for year basis for the required education
  • Knowledge, Skills, and Abilities :

  • Comprehensive knowledge of permitting, planning, zoning, and community development principles, ensuring well-informed decision-making and regulatory compliance.
  • Exceptional project management, communication, and organizational skills to successfully lead complex initiatives and maintain efficient workflows.
  • Ability to manage multiple projects simultaneously, working effectively with diverse stakeholders to meet deadlines and achieve strategic goals.
  • Advanced proficiency in planning software and other planning tools, supporting data-driven analysis and spatial planning accuracy.
  • Proficiency in permitting software, streamlining application processes and enhancing workflow efficiency in permitting services.
  • Solid knowledge of tasks, processes, and regulations integral to the permitting services operation, ensuring consistent and accurate project management.
  • Familiarity with federal, state, and local statutes, codes, and ordinances, with an aptitude for quickly accessing and interpreting relevant legal standards.
  • Knowledge of effective administrative principles, including planning, evaluating, coordinating, and directing projects, programs, and team members to achieve optimal results.
  • Knowledge of safety precautions and appropriate personal protective equipment required in building operations, ensuring adherence to safety standards.
  • Skilled in the use of computers, software programs, and database systems, including Microsoft Office Suite, for efficient information management and communication.
  • Proficient in mathematical principles, including addition, subtraction, multiplication, division, and calculation of decimals and percentages; capable of performing advanced mathematical tasks, such as analyzing graphs and tables.
  • Strong ability to issue, understand, and receive both oral and written instructions; adept in communicating complex topics in clear, Standard English tailored to the audience's knowledge level.
  • Skilled in inspecting items for accuracy in length, width, shape, and other specifications, with strong attention to visual details and data interpretation.
  • Proficient in creating professional correspondence and drafting policy documents, demonstrating clarity and attention to detail.
  • Ability to follow and interpret both written and oral instructions effectively.
  • Ability to work collaboratively with colleagues and the general public, fostering a supportive and productive work environment in all situations.
  • Ability to coordinate and accurately account for collected monies, ensuring transparency and accountability.
  • Effective communicator, both orally and in writing, demonstrating clarity, professionalism, and the ability to address diverse audiences.
  • Capable of exercising tact, discretion, and independent judgment in complex and sensitive situations.
  • Strong interpersonal skills to develop and maintain effective working relationships with colleagues, stakeholders, and the community.

  • Physical Requirements :

  • Significant standing, walking, moving, climbing, carrying, bending, and kneeling. Some crawling, reaching, handling, sitting, pushing, and pulling, bending, stooping and digging.
  • Must be able to lift up to 50 pounds occasionally.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Environmental Requirements :

  • Ability to perform strenuous work in varying and adverse weather conditions including heat, cold, rain and potentially dangerous environments.
