The Town of Fort Myers Beach is seeking an experienced and detail-orientated Public Works Supervisor to join our dedicated Public Works team. This position plays a key role in leading daily operations that maintain and improve the Town's critical infrastructure and public spaces.

Position Summary

The Public Works Supervisor works under the general direction of the Community Services Director to guide the daily operations and objectives of the Public Works Department as related to maintaining and improving the infrastructure, properties, and facilities within the Town of Fort Myers Beach. This includes ensuring that the team aligns their efforts with the overall objectives of the Town in a safe and efficient manner. This position involves a wide range of tasks related to maintenance and repair, budgeting, purchasing, and contributing to the overall cleanliness, safety and functionality of public spaces in the community.


Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.


EXAMPLES OF ESSENTIAL DUTIES

  • Supervise and lead the Public Works team in performing maintenance, repair, and construction tasks related to roads, parking lots, sidewalks, parks, beaches, beach accesses, Town properties and other public facilities.
  • Plan and schedule daily work assignments for staff, ensuring that resources are allocated efficiently to meet operational needs and project deadlines.
  • Oversee and perform general maintenance, road maintenance, and landscape activities as needed to ensure timelines and objectives are met consistently or delegate to appropriate staff members.
  • Identify and address safety hazards and remove obstructions from Town public roads, beach accesses, beaches, parks and facilities to include but not limited to the removal of trash/debris and removing/fixing trip hazards.
  • Oversee landscaping of municipal properties to ensure compliance and Town standards are consistently met
  • Oversee and maintain Town signage ensuring that it always meets safety standards and is compliant with local, state, and federal laws.
  • Ensure parking lots are painted and upkept to Town standards and are in compliance.
  • Oversee routine maintenance and repairs of municipal buildings, offices, and facilities ensuring that all are in operable order and meet safety standards.
  • Oversee beach accesses to ensure they are safe, clean, and accessible for pedestrians and the public.
  • Perform routine inspection of Town equipment and vehicle maintenance to ensure all vehicle safety, cleanliness and maintenance standards are met and followed at all times.
  • Conduct regular inspections of public infrastructure and facilities to assess their condition, identify maintenance needs, and prioritize repair or improvement projects.
  • Coordinate with other municipal departments, contractors, and external agencies to ensure timely completion of projects and compliance with regulatory requirements.
  • Provide technical guidance and training to staff on proper equipment operation, safety protocols, and best practices for maintaining public assets.
  • Enforce safety policies and procedures to prevent accidents and promote a culture of workplace safety among staff, ensuring staff are following safety protocols at all times and wearing proper Personal Protective Equipment (PPE). Work with Human Resources to document and address observed unsafe practices and behaviors.
  • Manage workflow, train new hires, supervise team tasks/objectives, evaluate performance, and provide feedback and documentation as necessary for improvement.
  • Work with Department Director and Human Resources to identify and address employee relations and performance concerns.
  • Oversee teams to ensure that daily tasks are performed safely, in compliance and in accordance with Town standards.
  • Responsible for time & attendance management of assigned team members to include HRIS system management and ensuring employees are working their assigned schedule each working day.
  • Initiate maintenance and facility projects and provide updates to the Director on status as needed.
  • Respond to public inquiries, complaints, and service requests related to public works issues, and take appropriate action to address concerns in a timely and effective manner.
  • Assist the director in the preparation and monitoring of the budget for the Public Works Department.
  • Monitor inventory levels of materials, equipment, and supplies used by the PW team, and coordinate procurement as needed to replenish stock.
  • Prepare reports, budgets, and other documentation as required to communicate the status of PW activities, project progress, and resource utilization to municipal leadership.
  • Stay informed about industry trends, technological advancements, and regulatory changes affecting public works operations, and recommend improvements or updates to departmental practices and procedures.
  • Attend all assigned meetings and events.
  • Performs emergency response tasks and assignments as directed.
  • Performs other duties as assigned.

REQUIREMENTS:


Education, Certification, and Experience:

  • Associate's degree or vocational training in construction management, public administration, or a related field.
  • Five (5) years of progressively responsible experience in public works, or a related field, including two (2) years in a supervisory or lead role.
  • Certification or hands-on experience in relevant trades-such as plumbing, electrical systems, basic carpentry, landscaping, or property and facility maintenance-is highly preferred.
  • Relevant work experience may substitute on a year for year basis for required education.


Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal, state, and local laws, regulations, ordinances, and procedures.
  • Knowledge of principles and practices of effective leadership including supervising, planning, evaluating, and coordinating projects, programs, and assigned staff.
  • Knowledge of basic groundskeeping, housekeeping and building maintenance practices.
  • Knowledge of how to use and apply paints, sealers, and stains properly.
  • Knowledge and application of safety standards and precautions pertaining to the use of tools and equipment.
  • Knowledge of the techniques and procedures used in streets, grounds, and facility repair and maintenance.
  • Knowledge of the occupational hazards, safety precautions and personal protective equipment observed in the trade(s) of assignment.
  • Knowledge of applicable codes and regulations for plumbing, painting, electrical, carpentry, and other related building and grounds repair work. Building methods, tool usage, materials, equipment, and practices used in building and grounds maintenance repair work.
  • Ability to safely operate service vehicles, including pickup trucks, utility vehicles, riding lawnmowers, etc.
  • Ability to safely operate motorized tools, manual tools, and light equipment such as lawnmowers, weed eaters, saws, drills, augers, tillers, compactors, and emergency generators.
  • Ability to read and follow written and oral instructions.
  • Ability to utilize a variety of modern office equipment and operate a computer as necessary.
  • Ability to work cooperatively and professionally with other employees and the general public.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to work outdoors often during extreme weather conditions (heat, cold, rain, etc.).
  • Ability to tactfully and professionally supervise a team.
  • Ability to work independently or with minimal supervision.
  • Ability to handle a multitude of diverse tasks simultaneously while maintaining attention to detail for the purpose of ensuring accuracy in task performance.
  • Ability to draw valid conclusions in task processing and prioritization.
  • Ability to add, subtract, multiply and divide, calculate decimals and percentages and compute discount, ratio and proportion and profit and loss.
  • Ability to inspect items for proper length, width and shape, and visually read various types of information.
  • Ability to establish and maintain effective working relationships with supervisors, other employees and the public.
  • Ability to work overtime, nights, and weekends as assigned.
  • Skill in basic math principles to include addition, subtraction, multiplication and division, and the calculation of decimals and percentages; understand and perform advanced mathematical skills, i.e., graphs, and tables.


Physical Requirements:

  • The position involves heavy physical demands, such as exerting up to 100 lbs. of force occasionally, and/or up to 50 lbs. of force frequently, and/or up to 20 lbs. of force constantly to move objects.
  • Tasks involve frequent walking, standing, bending, stooping, some unassisted lifting, carrying, pushing and/or pulling of moderately heavy objects up to 50 pounds and occasionally heavy objects up to 100 pounds with the assistance of other employees and/or equipment as appropriate.
  • Requires excellent eye/hand/foot coordination for operating standard and specialized electrical and gas operated equipment.

Environmental Requirements:

  • Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, extreme temperatures and noise extremes, fumes, hazardous materials, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, water hazards, bright/dim light, toxic agents, disease, pathogenic substances, or animal/wildlife attacks.

  • Tasks require oral communications ability.
