- Enforces Town codes and ordinances such as zoning, nuisance lots and vehicles, sign, unsafe building, and minimum housing.
- Conducts site visits and inspections of properties within the Town Limits for violations and compliance with Town ordinances; takes pictures, and posts properties for Town agenda cases.
- Works with contractors for requesting bids for demolition and cleanup of properties.
- Provides enforcement of temporary sign removal
- Performs extensive property ownership searches.
- Provide code enforcement monthly activity reports.
- Writes notices of violations on structures and properties inspected. Documents efforts to bring property owners into compliance with ordinances, codes, laws, and regulations.
- Prepares a variety of letters, records, and files. Maintains accurate case files.
- Compiles information for properties to be presented to Commissioners for demolition.
- Supports the relationship between the Town of Hope Mills and the general public by demonstrating and advocating courteous and cooperative behavior when interacting with visitors, the public, Town staff, and other agencies.
- Attends neighborhood association meetings and makes presentations as needed.
- Explains applicable ordinances to citizens, property owners, tenants, and other necessary parties.
- Assists with the preparation of pamphlets, door hangers, placards, and other communications as needed.
- Performs other related tasks as required.
Entry Level
- High School Diploma or GED equivalent.
- Pre-qualify for Probationary Level I Certificate for Building at the time of hire and obtain Standard Building Level I Certificate within 3 years.
- Obtain Certified Zoning Official (CZO) certification within 5 years of employment with the Town.
Completion of Entry Level qualifications AND
- 5 years of code enforcement experience; OR
an equivalent combination of education and experience.
- Obtain Standard Building Level II Certificate.
- Pre-qualify for Probationary Level I Certificate in at least one other trade.
- Knowledge of the principles and procedures of code enforcement as it relates to minimum housing, public nuisances, and junk motor vehicles.
- General knowledge of building construction.
- Knowledge of terminology and related professional languages used within the department relating to work responsibilities Ability to independently conduct complex inspections for compliance with standards/codes.
- Ability to establish and maintain effective working relationships with citizens, staff, local jurisdictions, regulatory board members, etc.
- Ability to communicate concisely and effectively using various forms of communications including the production of clear and concise inspection reports.
- Ability to conduct training as necessary to various parties.
- Ability to manage caseloads and maintain sensitive timelines. Ability to work under pressure and meet deadlines.
- Must possess and maintain a valid, current North Carolina driver's license.

- Employees are subject to hazards associated with indoor and outdoor environments to include working in excessive heat and cold; work requires exposure to unsanitary, unsafe and deplorable housing conditions, vermin infestation and loose animals; harmful acts from others are always possible. Employees may be exposed to collapsing floors and roof, broken glass, raw sewage, traffic hazards, and potholes.
