What are the responsibilities and job description for the Senior Natural Resources Coordinator position at Town of Jupiter?
The purpose of this classification is to manage projects and activities of the Natural Resources Division of the Planning & Zoning Department, including overseeing all natural resources within the Town.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Coordinates daily work activities; organizes, prioritizes, monitors the status of work in progress, and inspects completed work; consults with assigned staff and collaborates with departmental staff to resolve natural resource issues; assists with complex/problem situations; and provides technical expertise.
Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Interprets, applies, and enforces the provisions of Town Comprehensive Plan, Town codes, state statutes, environmental guidelines, approved landscaping plans, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
Reports to the Assistant Director of Planning & Zoning.,
Provides information and technical assistance concerning applicable Town codes, Comprehensive Plan, environmental guidelines, landscaping plans, technical requirements, and necessary changes; responds to questions or complaints; meets with and discusses problems and issues with property owners, contractors, developers, and the public; recommends solutions to problems; responds to questions and complaints concerning violations.
Assists with developing and implementing all-natural resource policies and plans within the Town; coordinates the development of a comprehensive environmental strategy for the Town.
Conducts landscape and marine facility code compliance when needed; recommends whether to prosecute code violations; prepares summary reports of landscape and marine facility code compliance issues for submission to department director, assistant director and Town management.
Performs project management functions; oversees, coordinates, and monitors construction activities associated with special Town beautification, capital improvement, and environmental and marine enhancement projects; solicits bids and negotiates/prepares contracts with outside service providers; prepares contracts; develops schedules and work orders for consultants.
Assists with overseeing the design, development, management, construction, and implementation of the Town’s Open Space Program and ecological management of Town owned preserve properties. Analyzes the open space properties to determine natural community type, quality, and develops plans to maintain and improve the natural community through various forms of ecosystem management and restoration. Supervises work of contracted consultants, and engineers. Meets with contractors and applicants regarding construction, permitting, exotic plant removal and restoration, and other project activities; coordinates permitting necessary for construction.
Performs evaluations on trees and other landscaping for risk of failure, structural integrity and quality in accordance with industry standards.
Assists with development of budget for assigned area; monitors expenditures to ensure compliance with approved budget; reviews invoices and forwards for payment; makes budgetary recommendations for improvement projects.
Reviews and analyzes landscaping plans and marine facilities permits, determines compliance with Town codes and Comprehensive Plan, and provides comments; conducts landscape and marine facilities inspections and determines compliance with Town codes with approved landscape plans and permits.
Reviews site plans, engineering plans, and related documents; analyzes impact of proposed development on the environment; determines whether proposed development complies with Town codes/ordinances; prepares comments on proposed projects.
Reviews environmental management plans to ensure compliance; evaluates and implements approved plans, or oversees implementation of approved plans.
Processes applications for vegetation removal permits; ensures proper limits of clearing, tree preservation, and proper methodology; oversees proper methodology and compliance with approved plans and codes.
Conducts site inspections and site evaluations/assessments; reviews maps, photographs, and aerial photographs in conducting site evaluations.
Prepares portions of staff reports, findings, and recommendations pertaining to proposed development for presentation to Town officials and/or the public.
Drafts staff reports, executive summaries, ordinances and resolutions and makes recommendations pertaining to environmental and planning issues for presentation to Town officials and or the public.
Organizes volunteer groups in associated with various projects; oversees activities of volunteer groups.
Coordinates development of comprehensive strategy and fulfilling strategic initiatives for the Town.
Evaluate street and other landscaping for structure, safety and conformance with State and industry standards.
Presents recommendations to the Environmental Task Force. Prepares agendas and Natural Resources agenda items, as well as reviews minutes for the Environmental Task Force.
Coordinates and organized community events as assigned; oversees activities for volunteer groups associated with projects and assists Neighborhood Services with tree plantings, grant allocation, organizes community events as assigned; and assists Neighborhood Services with tree plantings, grant allocation, and awards for landscaping improvements.
Initiates landscape and environmental code compliance cases, coordinates with landscape code compliance consultants as needed, and assists code compliance staff with gathering evidence of violations, assists with plant identifications, recommends penalties and mitigation for code violations.
Conducts site visits to developed and undeveloped parcels of land and assess the value and quality of habitat; evaluates condition of land and/or habitat as part of the local ecosystem.
Reviews marine facility permits and marine stewardship plans in accordance with the Town Code and Comprehensive Plan and coordinates with other jurisdictional agencies.
Prepares or completes various forms, reports, correspondence, landscape plans, staff reports, vegetation removal permits, environmental assessments, ordinances, resolutions, requests for proposal, contracts, consultant work orders, project updates, budget documents, grant applications, , news releases, or other documents.
Receives various forms, reports, correspondence, budget documents, invoices, job applications, contracts, consultant work orders, landscape plans, site plans, engineering plans, plats, vegetation removal permit applications, environmental assessments, environmental management plans, photographs, aerial photographs, maps, zoning maps, technical reports, codes, comprehensive plan, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Maintains records/documentation of department projects and work activities.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, scheduling, e-mail, Internet, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
Communicates with employees, other departments, Town officials, county officials, state legislators, government agencies, property owners, property managers, developers, engineering consultants, local businesses, homeowner associations, community organizations, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Attends meetings and makes presentations as needed; represents the Town’s interests at Magistrate hearings, public hearings, governmental meetings, state legislative meetings, or other meetings; conducts public meetings, homeowner association meetings, and public information meetings on specific issues; prepares maps, aerial photographs, visual aids, or other presentation materials for meetings.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Operates various light equipment and tools used in projects and activities which may include, shovel, rake, pitchfork, machete, or other hand tools.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, researching records, processing permits, filing documentation, or processing incoming/outgoing mail.
Operates a motor vehicle to conduct site visits or other work activities.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Bachelor’s degree in Landscape Architecture, Biology, Environmental Science, Planning, Botany, Marine Biology, or closely related field.
Three (3) years previous experience and/or training that includes project management, environmental consulting, environmental assessment, landscaping, surveying, engineering, planning, code compliance, budget administration, grant administration, and supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess and maintain a valid Florida driver’s license. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
ISA Certified Arborist with Tree Risk Assessment Qualification is preferred.
