Position Summary:
The Assistant Director of Public Works oversees the daily operations, project performance, and maintenance of municipal infrastructure and services, including road infrastructure, town parks, and signage. This role is responsible for managing capital projects and ensuring compliance with water monitoring, safety protocols, and environmental standards, asset management, and leading the department's risk management and safety programs.
The position also oversees a wide range of municipal services, including building inspection and maintenance, cemetery upkeep, computer-aided drafting, contract administration, electrical systems, engineering, environmental services, fleet maintenance, flood control, garage and shop facilities, storm drainage, streets, traffic engineering, water services, and zoning and nuisance code enforcement.
The Assistant Director leads public works staff, manages budgets, coordinates projects, and ensures compliance with regulatory standards, all with the goal of enhancing public safety and improving community quality of life. Essential Duties and Responsibilities:

- Project and Operations Management: Oversee and coordinate the daily operations of public works projects, including renovation, restoration, and infrastructure maintenance. Identify and schedule maintenance, repairs, and minor construction work; supervise and inspect work activities for quality, safety, and compliance with standard practices.
- Budget and Financial Oversight: Manage and report on budgets, accounts receivable, and payables; approve, code, and submit invoices; coordinate procurement processes, including RFP and RFQ preparation, and make recommendations for capital improvements and budgeting of capital projects.
- Personnel Management: Assign and evaluate work, coach and train employees on effective work techniques, and ensure adherence to safety procedures. Conduct team building, hiring, training, and performance management in partnership with HR, including documenting employee performance, administering discipline, and evaluating safe work practices.
- Risk Management and Safety Compliance: Develop and manage the utility self-inspection program, housekeeping guidelines, and safety training. Maintain Job Safety and Standard Operating Procedures (SOP’s); ensure and monitor safety standards, reporting potential hazards and recommending safety and security improvements.
- Asset Management: Assist the Director of Public Works with establishing and maintaining the current comprehensive asset management system.
- Infrastructure and Utility Oversight: Assist with project management for public infrastructure, acting as a liaison with engineers, contractors, and other personnel. Inspect public and private improvements, manage fleet maintenance, oversee vehicle registrations, and maintain records of work to ensure safe, efficient operations.
- Community and Stakeholder Engagement: Maintain effective working relationships with coworkers, other departments, vendors, contractors, and local, state, and federal agencies. Attend weekly department meetings, workshops, training sessions, and Town Council meetings as required.
- Confidential and Administrative Support: Support the Director with project management and confidential duties, including personnel matters, union contract administration, and direct assistance in sensitive matters.
- Additional Responsibilities: Lead weekly department meetings, record uniform allowances, manage fleet registrations, assist with snow removal and traffic control, and perform other duties as assigned.

Qualifications:
Education/Experience:
- Bachelor’s degree in a relevant field such as Civil Engineering, Public Administration, Business Administration, Construction Management, Environmental Science or equivalent amount of education and experience.
- 5–10 years of progressively responsible experience in public works, municipal operations, or infrastructure management.
- 3–5 years of supervisory or management experience leading teams and overseeing multiple public works functions.
- Experience managing capital improvement projects, departmental budgets, and contract administration.
- Demonstrated experience in regulatory compliance, including environmental standards, water systems, and safety protocols.
Licenses/Certifications:
- Valid Driver License.
- Project Management Professional (PMP) certification or similar credentials are a plus.
- A current Colorado Water Operator Certification, minimum ‘C’ level or ability to obtain within 2 (two) years preferred.
