Summary

The Town of Nags Head has an exciting opportunity for an administrative professional to join our dynamic team! This position supports the Town Clerk and Public Information Officer functions, as well as other Town advisory boards, groups and staff.

Responsibilities

  • Attends meetings of various assigned boards, commissions and groups and takes minutes as needed; files records and minutes as required by laws; coordinates with staff, Mayor and board chairs for the preparation of materials, agenda, and written documents for the meetings; establishes deadlines for agenda materials and coordinates with departments to ensure agenda materials are edited; compiles and distributes agenda packets; performs these duties for Town Board and other boards not regularly assigned as needed; delivers materials as needed; administers oaths of office.
  • Posts various information and documents on the Town website and may place newspaper advertisements; posts bids on the website and assists with bid openings.
  • Provides a variety of customer service to the public and staff; provides information on use of beaches for weddings and related events; makes park reservations, collects deposits and fees and prepares request for deposit refund after events.
  • Creates content for social media posts using various approved platforms.
  • Administers risk management insurance programs including property, liability, casualty and flood insurance.
  • Prepares materials and creates content for media including newsletters, brochures, fliers, and videos used for public dissemination.
  • Compiles FEMA public disaster assistance claims information from town departments and files with the state and FEMA
  • Takes beach nourishment inquiries regarding tax impacts, costs, placement, and complaints; responds to many inquiries; refers more complex inquiries to others; processes easements and records.
  • Participates in planning logistics and supports various Town events.
  • Provides administrative support to the a variety of staff and departments in setting up meetings and generating reports; creates, duplicates, compiles and distributes a wide variety of documents and correspondence; assists with preparation of budget document; makes travel arrangements for elected officials and management; processes required registration and pre-authorization forms.
  • Provides basic technical support for conference room, library, and Board room.
  • Processes invoices, purchases office and Board supplies.
  • Manages crowd permit applications; coordinates staff review of permit applications and forwards approval or denial to applicant.
  • Orders departmental supplies; authorizes payment.
  • Performs related duties as assigned.

Requirements

Knowledges, Skills, Abilities

  • Considerable knowledge of North Carolina General Statutes and of local ordinances governing the responsibilities of Town Clerks.
  • Considerable knowledge of modern office management practices and procedures.
  • Considerable knowledge of the principles of arithmetic, grammar, spelling and composition.
  • Knowledge of technology including various publishing and graphic design software applications, website maintenance, and social media platforms.
  • Knowledge of North Carolina General Statues including open meetings and public records laws, policies, procedures, and processes of Town operations and requirements for Council, boards and committees actions and processes.
  • Considerable knowledge of office technology including word processing, database management, agenda distribution, spreadsheets, website posting, and other similar software and skill in using the software.
  • Skill in customer service excellence, teamwork and collaborative conflict resolution.
  • Ability to gather and analyze information, compose and implement reports and procedures.
  • Ability to analyze and use policy and procedures to resolve problems.
  • Ability to establish and maintain effective working relationship with elected officials, department heads, employees, and the general public.
  • Ability to set and follow effective work priorities, organize work for efficient processing, and meet established deadlines.
  • Ability to communicate effectively in oral and written forms.
  • Ability to proof work and perform duties accurately.
  • Ability to multi-task and work with interruptions.
  • Ability to maintain confidential information.
  • Physical Requirements

  • Must be able to perform the basic life operational skills of reaching, fingering, grasping, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and / or a negligible amount of force constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data and figures, make visual inspections, to operate a computer terminal, and to read extensively.
  • Education

  • Graduation from high school or GED equivalency
  • Graduation from a community college or university with a two-year associate degree in office technology, marketing, public or business administration, or related field is preferred
  • Experience

  • Three (3) years administrative experience, including Microsoft Office Suite
  • Special Requirements

  • Ability to obtain certification as a Notary Public in NC.
  • Ability to obtain designation as Certified Municipal Clerk.
