Job Description
Position/Job Title: Streets Operator
Department: Public Works
Salary Range: $23.50
FLSA: Full-time, Non-Exempt
Nature of Work
This position is responsible for performing a variety of entry level, skilled duties related to the installation, maintenance, and repair of all public roadways, infrastructure, and storm water drainage in ROW (right-of-way) to ensure the safety and accessibility of streets and related infrastructure. Duties and responsibilities include but are not limited to heavy equipment operation and maintenance, street and right-of-way maintenance, and storm water drainage infrastructure maintenance.
Supervision Received
Works under the direct supervision of the Public Works Streets Supervisor or Manager. Occasionally may work under the guidance and direction of Lead Streets Operator.
Supervision Exercised
No supervisory responsibilities are exercised. This is not a supervisory position.
Essential Duties
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive:
Heavy Equipment Operation and Maintenance:
1. Operates heavy equipment under the direct supervision of Public Works Streets Supervisor, Manager and/or Lead Streets Operator.
2. Performs equipment maintenance, such as washing/cleaning, greasing, and completing an overall maintenance checklist.
3. Keeps track of equipment and supplies at various locations providing recommendations to Streets management for purchase or replacement parts.
4. Responsible for managing purchases, tracking expenses, and providing receipts to Streets management in timely manner for proper accounting.
Streets & Rights-Of-Way:
1. Transports and utilizes various construction materials such as road base, asphalt, concrete, culverts, and other materials as required to perform necessary maintenance on road surfaces and rights-of-way.
2. Performs hot and cold mix patching.
3. Repairs and maintains dirt and gravel streets.
4. Performs cement work and rock work to maintain streets and rights-of-way.
5. Plows and removes snow/ice.
6. Installs and repairs street signs, delineator posts, etc.
7. Required to operate heavy equipment during repair and maintenance of road and rights-of-way.
Other Duties
General:
1. Performs other duties as required. Assists the Parks and Utilities Departments when needed at the direction of Streets management.
2. Responsible for maintaining supply inventory, works collaboratively with Streets management to order, purchase, or inform others of needed equipment or supplies for the department.
3. Assists with snow removal, repairs, and maintenance of all town sidewalks as needed.
Parks, Cemetery, and Utilities Support:
1. At the direction of Streets management, assists in performing a variety of construction, maintenance, and repair work associated with Town parks and recreational facilities.
2. At the direction of Streets management, assists with water main breaks, utility construction, and maintenance needs.
Building Maintenance:
1. Assists in cleaning, maintaining, and making repairs to all Town-owned properties and buildings, including but not limited to removing trash and recycling, sweeping and mopping, wiping down furniture and equipment, maintaining HVAC, etc. as needed.
Fire Mitigation:
1. Performs fire mitigation duties, including but not limited to cutting, trimming, and removing dead, fallen, and fire hazard trees as identified by the Town.
Knowledge, Skills, and Abilities
- Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
- Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads.
- Knowledge of computer software applications to include Microsoft Office and other networked computer functions, including internet, email.
- Ability to be running, maneuvering, navigating, or driving vehicles or mechanized equipment, such as passenger vehicles and light or heavy-duty equipment.
- Ability to use maintenance equipment; understand oral and written instructions; and operate or receive training on various types of maintenance and construction equipment. Ability to read and understand blueprints and instructional materials.
- Ability to use a variety of construction and maintenance hand tools/power tools, operate light and heavy equipment and drive a variety of vehicles.
- Ability to perform routine maintenance on equipment and determine when and what kind of maintenance is needed.
- Ability to monitor and control, including watching gauges, dials, or other indicators to make sure a machine is working properly. Controls operations of equipment or systems.
- Skilled in troubleshooting, repairing, and determining causes of operating errors and deciding what to do about it. Repairs machines or systems using the needed tools.
- Ability to adjust the controls of a machine, equipment, or vehicle to exact positions quickly and repeatedly.
- Ability to take rotating on call shifts with 24/7 coverage. Must be able to work weekends and overtime, as necessary.
- Ability to monitor and review information from materials, events, or the environment, to detect or assess problems.
- Ability to provide outstanding customer service and get along with coworkers, residents, and supervisors and interact with employees and vendors in a professional manner.
- Ability to work independently and with a team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness within established organizational values, policies, and procedures.
- Ability to actively listen and communicate information and ideas in writing and verbally so others will understand.
- Ability to perform physical tasks outdoors in a variety of climate conditions.
- Ability to perform a variety of manual labor, light construction, and irrigation/sprinkler repairs.
- Ability to follow basic safety procedures and precautions.
- Ability to exercise good judgment based on previous experience to solve problems.
Education, Experience, and Formal Training
Required Minimum Qualifications:
- High School Diploma or equivalent.
- Possess a valid Colorado Driver’s License or ability to obtain upon hire and maintain an acceptable driving record.
- Possess a Road Scholar I Certification or obtain within two (2) years of being hired into the role.
- Must live within one hour of Nederland, Colorado.
Preferred Qualifications:
- Previous experience related to streets, parks, or building maintenance or construction.
- Previous experience preferred in operating heavy equipment (backhoe, loader, and motor grader, skid steer, roller), mowers, compacting equipment, jackhammers, common hand and power tools, etc.
- Mechanical diagnosis and repair experience.
Work Environment
Exposure to potential hazards from exposure to high noise levels, dust, and petrochemicals. Position requires frequent standing, sitting, long hours driving vehicles and equipment, and heavy lifting. Exposure to a variety of weather conditions and temperatures, slippery/uneven surfaces. While performing the duties of this job, the employee is regularly required to use physical exertion at all levels. The employee frequently is required to stand, walk, sit, and reach with hands and arms. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee occasionally works in high, precarious places and in outside weather conditions. The employee is occasionally in extreme cold, extreme heat, high wind conditions, and multiple hours of adverse weather, as well as occasional exposure to the risk of electrical shock, radiation, and vibration. The employee occasionally experiences hazards to personal safety. Periodically, the employee is in stressful situations. Employees are also required to operate light and/or heavy-duty equipment (excavator, backhoe, loader, motor grader, paving machine, skid steer, roller), mowers, compacting equipment, jackhammers, common hand, and power tools (chain and demo saws), or vehicles for extended periods of time during routine operations.
