Job Summary
We are seeking a detail-oriented and organized Deputy Clerk to join our team. This position is a direct assistant to the Town Clerk. The Deputy Town Clerk performs a variety of highly responsible, confidential, and complex administrative and clerical duties as a member of the Clerk’s Office Team. Under the supervision of the Town Clerk, the Deputy Town Clerk may be responsible for various projects and assignments required to carry out the goals and objectives of the Town of New Castle. This position requires strong communication skills (both written and oral) and the ability to manage various projects and duties as assigned to assist in the daily operation of the Town Clerk’s Office. This role also provides general support and assistance to the public and various town departments. Responsibilities include answering phones, assisting the public, cashiering, data processing, and bookkeeping. This position has the potential for future growth and development within the agency.

Responsibilities

  • Assist the Town Clerk with preparing meeting agendas, information packets, and recording official minutes of council and commission meetings.
  • Assist the Town Clerk with publishing and posting all public notices, bids, employment opportunities, and other advertisements. Assist with sealing and attesting to all official Town documents and administering oaths to public officials.
  • Assist the Town Clerk in managing Town administrative files and records, including developing procedures for systematic retention, protection, retrieval, transfer, and disposal of records.
  • Assist the Town Clerk with processing applications for liquor licenses, business licenses, and dog licenses.
  • Assist the Town Clerk in coordinating and managing Town elections.
  • Receive the public and answer questions. Respond to inquiries from employees, citizens, and others; refer them, when necessary, to appropriate persons or departments.
  • Assist the Utility Billing Clerk with utility billing activities, including processing meter-reading data, monthly billing, pursuing delinquent account collections, preparing and mailing final notices, and handling shut-off/turn-on orders. Provide customer follow-up and account research. Process work orders for utility disconnections, reconnections, new service requests, and other public works service requests.
  • Perform other duties as assigned.

Requirements

  • Working knowledge of modern public administration principles and practices, extensive knowledge of office procedures, and thorough knowledge of records management techniques, including legal requirements for recording, retention, and disclosure.
  • Skill in operating the listed tools and equipment.
  • Ability to accurately record and maintain records.
  • Ability to establish and maintain effective working relationships with employees, other departments, officials, and the public.
  • Ability to communicate effectively both verbally and in writing.
  • Strong ability to plan and organize.
  • Obtain certification by the International Institute of Municipal Clerks within four (4) years of hiring date. The Town Clerk may grant an extension at their discretion.

Pay: $59,000.00 - $67,000.00 per year
