Position Purpose

The Community Development Director oversees the operations and activities of the Community Development Department, which includes Planning, Code Enforcement, GIS, and Building Inspections. The Director supervises staff and implements plans, policies, and developmental measures to ensure orderly growth and the development of the Town's current and long-range plans.

Hiring Range : $76,382 - $100,000

Duties and Responsibilities

These duties and responsibilities are not intended to be all-inclusive. The employee may perform other related duties as negotiated to meet the Town's ongoing needs.

  • Formulates and communicates proposed plans, policies, developmental measures, and documents to Town officials and the public detailing the Town's present and future growth and development activities.
  • Researches planning issues and topics pertaining to the growth and development of the Town and prepares zoning recommendations.
  • Responds to inquiries from officials, committees, and the public regarding projects and programs.
  • Conducts field investigations to ensure compliance with planning regulations.
  • Review residential and commercial building permit applications for compliance with Town zoning ordinances, including setbacks, landscaping, and signage.
  • Serves on the Planning Board and the Zoning Board of Adjustment by preparing meeting agendas, item packets, and making presentations.
  • Presents Planning and Zoning items to the Town Council for approval. Present other items as required.
  • Acts as Lead for the Technical Review Committee (TRC) by preparing meeting agendas and facilitating meetings.
  • Supervises and provides guidance on the enforcement of Town zoning ordinances by investigating and documenting reports of zoning violations, issuing notices of violations and associated fines, and testifying in court.
  • Performs Site Plan Review and Subdivision review.
  • Collects statistical data and prepares reports and maps on topics, including census information, land use, tax base data, and occupancy rates.
  • Supervises staff by prioritizing and assigning work, ensuring staff is trained, and making hiring, termination, and disciplinary recommendations.
  • Uses GIS for analysis, map creation, and data management.
  • Develops and maintains professional relationships with relevant local, state, and federal agencies.
  • Oversee updates to Zoning and Subdivision Ordinances and Town Plans, such as the Comprehensive Land Use Plan and Bike and Ped Master Plan.
  • Coordinates with NCDOT on funded and proposed projects within the Town Limits.
  • Serves as a critical member of the Town's Incident Management Team.
  • Appraises damages resulting from natural disasters.
  • Performs other duties of a similar nature or level.

Education and Experience

A Bachelor's degree in planning or a closely related field and seven (7) years of progressively responsible professional level planning experience or an equivalent combination of education and experience sufficient to successfully perform the job's essential duties such as those listed above is required.

    Knowledge of civil engineering, planning, growth management, finance and budgeting, statistics, and public relations principles; coastal planning issues; applicable laws and regulations; property zoning and registration requirements; code enforcement; GIS applications; state and county zoning and land use laws; NC Coastal Area Management Act (CAMA) requirements; National Flood Insurance Program and Pender County floodplain regulations; building permit processes; general landscaping techniques; basic construction practices; architectural history, styles and designs; Federal Emergency Management policies and procedures; and damage assessment techniques.

    Skilled in using computers and applicable software; working effectively with various boards and councils; organizing work; preparing and giving presentations; facilitating meetings; analyzing information; writing technical documents and reports; collecting, evaluating, and compiling data; reading and interpreting maps; coordinating multiple projects; administering grants; maintaining effective work relationships; monitoring and directing staff; and communication interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

    Working Conditions & Physical Requirements

    Working Conditions

    Employee is generally subject to inside environmental conditions having the lighting, temperature, and noise of an open floor-plan office environment. The employee is also exposed to outdoor conditions when conducting site visits, and may be frequently exposed to weather elements including rain, wind, varying temperatures, etc.

    Physical Requirements

    Work is performed within an office environment, primarily behind a desk, and frequently includes computer operation. The employee must read, write, and interact with others in person, over the phone, and via other devices. The employee may move about within the facility to access file cabinets, documents, office machinery, and other equipment. Travel is often required outside job sites to perform the duties described above and attend meetings, training, events, and other business activities. Persons in this position frequently lift, carry, push, and / or pull objects weighing up to 10 lbs. They also occasionally move objects weighing up to 20 lbs, and sometimes, but rarely, up to 50 lbs. Additionally, work may require bending, climbing, carrying, crawling, kneeling, reaching, or stooping.
