Position Overview:
The Clinical Program Manager leads the Co-Response clinicians and clinical interns and provides oversight of the daily clinical and operational functioning of the police-based Co-Response program. The Program Manager supports the program staff to deliver crisis intervention services alongside law enforcement, in the community. The Program Manager will integrate best practices that promote de-escalation and arrest diversion. The Program Manager liaises with police leadership and community stakeholders, leads recruitment, hiring, training, and supervision of assigned program clinicians/staff.
Essential Functions:
- Provide oversight of the clinical services delivered by assigned clinicians
- Develop and promote best practices and evidence-based crisis assessment tools
- Provide on-call clinical support and recommendations via phone and in person as requested to Co-Response clinicians as well as to Law Enforcement partners
- Ensure appropriate coverage of shifts to align with needs of the law enforcement partners
- When possible, provide department coverage during gaps in clinician coverage or planned absences
- Lead the recruiting, screening, training, and development of Co-Response clinicians and interns
- Maintain updated knowledge of behavioral health services levels of care
- Provide administrative support assigned clinicians and programs, including operational problem-solving and record keeping
- Serve as a liaison to program funders, state agencies, law enforcement partners, and municipal organizations
- Actively participate in regularly scheduled operations meetings related to assigned programs
- Ensure staff are collecting, entering, and reporting on the appropriate data for program analysis and contractual agreements
- Participate in supervision, training, and professional development activities
- Responsible for fiscal management inclusive of budget planning, grant management, and grant writing for future revenue opportunities
- Act as a co-response clinician for the town of Tewksbury and abide by all the functions and responsibilities set forth in the Co-Response Clinician job description
- Performs other duties as assigned by the Chief of Police or his/her designee

Qualifications:
Master’s degree in Mental Health Counseling, Social Work, Forensic Psychology, Counseling Psychology, Rehabilitation Counseling, or a related field
- Massachusetts licensure in Mental Health Counseling (LMHC), Social Work (LICSW), or Marriage and Family Counseling (LMFT) is required
- Minimum of three (3) years of direct crisis intervention experience in the community, with at least one year of experience as a Co-Response clinician, responding alongside law enforcement
- Prior supervisory experience is strongly preferred
- Cultural competency and demonstrated ability to work in multi-cultural, diverse settings

Supervision Received: Work is performed under the direction of the Chief of Police
Supervision Given: Clinical Manager provides individual and group supervision to all clinicians and interns
Job Environment:
- Work is performed under typical office conditions; the noise level is moderate; occasionally may be required to work outside of normal business hours to meet project deadlines
- Work is crisis and critical in nature and can be upsetting at times
- While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions and outside weather conditions
- Operates computer, telephone, facsimile machine, copier, calculator, and other standard office equipment
- Employee has frequent contact with the general public, town departments and officials, and other law enforcement agencies
- Has access to all department-related confidential information

Pay: $85,000.00 - $95,000.00 per year
