General Statement of Duties: Assists the Assistant Town Administrator in overseeing the human resources department. The role ensures compliance in policies and programs, recruitment and retention, benefits administration, employee reviews, labor relations and compliance with labor laws.
Supervision Required: Receives general direction from the Mayor and Town Administrator. Works directly under the Assistant Town Administrator.
Supervision Exercised: Provides general direction to the HR Specialist and HR Administrative Assistant. Assumes the role of Human Resources Director in absence of the Assistant Town Administrator.
Essential Job Functions: Supports the Assistant Town Administrator in labor relations, including preparation and research for negotiations, grievances and arbitration; assists in the development of bargaining proposals for employee benefits and analyzes union benefit demands. Assists the Town Administrator with administering the Town’s pension plans. Obtains and prepares cost data for Town and union proposals and final settlements. Interprets and ensures compliance with Town’s collective bargaining agreements, Town policies and Personnel Rules & Regulations, and state and federal laws. Responsible for preparing reports and applications required by law to be filed with federal and state agencies, such as Department of Labor, OSHA and other regulatory agencies. Is responsible for reviewing and investigating non-employee accident reports, and makes recommendations to reduce reoccurrence. Investigates, reviews and tracks worker’s compensation incidents; requires contact with workers’ compensation carrier, medical professionals, supervisors and employees. Coordinates temporary light duty assignments. Independently conducts thorough and professional investigations into allegations of employee misconduct; areas of investigation can include complaints of harassment, retaliation, violations of Town policies, and other work-related issues. Prepares and presents findings with recommendations to senior Administration staff. Maintains well-organized and accurate case files while maintaining strict confidentiality. Processes and tracks random drug testing for CDL requirements. Assists in employee evaluations. Regular and punctual attendance.
Other Job Functions: May perform exit interviews for resigning and retiring employees. Attends daytime and evening meetings, as needed. Spearheads and schedules quarterly Safety Committee meetings; represents Town at BOE Health & Safety Committee meetings. Attend and participate in professional group meetings; stay abreast of new trends in in the field of human resources management. Assists Vernon Public Schools as needed. May be called into to work at the Town’s Emergency Operations Center (EOC); other duties as required.

MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required: High degree of integrity and confidentiality. Knowledge of principles and practices of human resources administration, including labor relations, recruitment, personnel selection, classification, compensation and benefits administration. Familiarity with local, state and federal laws and regulations governing labor relations, and workers compensation. Excellent written and oral communication skills. Excellent listening skills. Excellent critical thinking skills with the ability to draw conclusions or approaches to complex problems to implement solutions. Ability to foster a work culture of continuous quality improvement and efficiency. Ability to suspend judgement on a matter until all evidence is gathered. Ability to supervise support staff. Ability to deal effectively with employees, department heads, labor representatives and the public. Ability to prepare clear, concise oral and written reports. Ability to prioritize work assignments and multi-task in a fast-paced environment. Must be computer proficient with Microsoft products, and the ability to learn software programs specific to the job. A Police background check will be required.
Experience & Training A Bachelor’s degree in Public Administration, Business Administration or a related field and four (4) years of increasingly responsible experience in human resources, or equivalent combination of education and relevant work experience, preferably in a municipal HR office, including one (1) year of supervisory experience. Experience in HRIS systems.
