Work Schedule:  Generally, 40 hours per week, with nights/weekends and on-call duties.
 
NATURE OF WORK
As a member of the Parks, Recreation & Culture – Facilities Division, individuals in this position are responsible for general facilities maintenance and custodial duties associated with town facilities and may be assigned to specific facilities. The individual in the Hybrid Facilities Technician II role is responsible for routine installation, repair, and maintenance of plumbing, mechanical, and electrical systems, general painting, carpet and flooring installation and repair, construction, and exterior building maintenance, as well as a variety of custodial and housekeeping tasks, room setups, and preventative maintenance duties.  This position operates various types of building systems, machinery, and tools in a safe, efficient manner to maintain, analyze, repair, and perform semi-skilled and skilled improvement to town facilities and equipment; and maintains and repairs mechanical and electrical operational systems including, but not limited to heating, air conditioning, ventilation, plumbing, electrical lighting, and distribution.

SUPERVISION RECEIVED
 Individuals work under the direct supervision of the Facilities Coordinator to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.ESSENTIAL JOB FUNCTIONS
The individual in the Hybrid Facilities Technician II role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, and division, and according to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties with or without reasonable accommodations.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
  • Performs a wide variety of general construction, maintenance, and repairs on buildings and facilities, for upkeep, and preservation.
  • Assists in inspections of town facilities to ensure a safe environment for users and compliance with insurance standards and Fire Safety Codes.
  • Maintains and repairs small equipment as needed.
  • Appropriately assesses and reports maintenance issues and prioritizes projects. Detect and report defective or destroyed materials, items that need maintenance or fixing, or questionable conditions to the division/department coordinator and/or supervisor. 
  • Completes work orders and performs routine construction, maintenance, repairs, remodeling, and preventative maintenance of all town buildings and equipment.
  • Performs basic maintenance such as changing filters, replacing light bulbs, unclogging toilets, replacing switches and electrical outlets, repairing floors and walls, painting, and exterior maintenance.
  • Ensures that town facilities are safe and free from hazards for staff, citizens, and visitors.
  • Assists in completing unexpected and/or urgent projects requested by department/division staff or management.
  • Responds to staff, customers, citizens, and contractors in a positive and respectful manner.
  • Completes and submits reports, work orders, and supply requests accurately and timely.
  • Maintains the cleanliness and maintenance of town facilities and may provide custodial support.
  • Cleans bathrooms, meeting rooms, and other facility locations including fixtures, furniture, and equipment. 
  • Manage set up/tear down of facility rooms as needed. 
  • Clean and sanitize restroom facilities and fixtures including sinks, urinals, and toilets. Replenish supplies in restrooms. Sweep, vacuum, mop, wax, strip, and polish floors.
  • Dust and polish furniture, woodwork, fixtures, and equipment. Wash windows and walls. Clean desks and countertops. Empty and clean waste receptacles. Replace lights and adjust shades and blinds.  Clean air vents as required.
  • Replenishes supplies for restrooms, kitchen, and other common work areas.
  • Properly cleans and maintains custodial equipment and supplies. Properly uses cleaning chemicals and custodial equipment.
  • Works independently without supervision in the normal course of duties; establishes and monitors priorities, meets deadlines, and performs all work duties and activities per town policies and procedures.
  • Uses discretion with sensitive information.
OTHER DUTIES
Depending on organizational need, additional duties may include the following:
  • The Hybrid Facilities Technician II position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • The Hybrid Facilities Technician II position is part of the snow removal program which includes scheduled on-call responsibilities typically during the months of October to April. This position is required to review and acknowledge the Snow Guidelines annually.
  • May be involved in special projects that are directly or indirectly related to essential job functions. May participate in town employee committees, projects, or assignments as required.
  • Continues educational and certification requirements to remain abreast of current methods and procedures.
  • Assisting other departments as necessary.
EDUCATION, EXPERIENCE AND FORMAL TRAINING 
  • Must be at least 18 years of age
  • Minimum high school diploma or GED
  • Two (2) years of experience as a Facilities Maintenance Technician I for the Town of Windsor; or
  • Four (4) years of experience in the field of custodial and facility service
  • Experience in a large public facility preferred
  • HVAC and/or electrical experience preferred
  • Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES
  • Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards
  • HVAC, Electrical, or similar certification preferred
KNOWLEDGE, SKILLS, AND ABILITIES
  • Basic knowledge of principles and practices of facility maintenance and safety practices
  • Knowledge of town and department/division policies and procedures
  • Computer skills necessary to complete forms, paperwork, and company email
  • Skill in the safe and proper use of tools and equipment necessary to perform various maintenance and repair tasks
  • Ability to read, understand, and complete written and verbal requests and work assignments
  • Ability to read and understand maintenance text to identify repair components and to complete operational tasks
  • Ability to understand and work from schematics and blueprints
  • Ability to perform on-call duties as assigned
  • Ability to work successfully in a team environment
  • Ability to communicate effectively with individuals of varying social and cultural backgrounds
  • Ability to take initiative and work efficiently to complete tasks with limited supervision
  • Ability to follow and enforce town policies and guidelines

  • Ability to successfully pass the determination of eligibility; an additional and more extensive background screen necessary to work in the Police Department building, either supervised or unsupervised   
EQUIPMENT and MATERIALS USED
Materials and equipment used include, but may not be limited to the following:
  1. Equipment:  Position requires use of various equipment including staff vehicles, ladder, power tools, hand-tools, two-way radios, computers/tablets/other digital equipment, telephones, buffer, vacuum cleaner, shovel, spreader, pressure washer, ladders, mops, and other tools used to perform cleaning and maintenance duties.
  2. MaterialsPosition requires the use of lubricants and cleaning supplies, paints, lacquers/thinners/solvents, adhesives, fuels, degreasers, grease, oils, refrigerants and other materials as needed.

The physical activities of this position include, but are not limited to, the following: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.

The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The employee is required to have close visual acuity to perform an activity such as operating machines such as lathes, drill presses, power saws, and mills where the seeing job is at or within arm’s reach; performing mechanical or skilled trades tasks of a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc.; operate motor vehicles or heavy equipment.

The employee may be subject to the following environmental conditions: inside, such as an office setting; outside, with little to no effective protection from weather; extreme cold, typically below 32 degrees for periods of more than one hour; extreme heat, temperatures typically above 100 degrees of periods of more than one hour; subject to noise and vibration.

The employee is subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, and exposure to high heat or exposure to chemicals. The employee is subject to atmospheric conditions that may affect the respiratory system or the skin. The employee is required to function in narrow aisles or passageways; may be exposed to infectious diseases.
