NATURE OF WORK
The Planner II will work with a team of other Planners as well as other staff members of the Planning Division. This is the intermediate level class in the professional Planning series. Individuals in this position perform a wide variety of municipal planning functions, including land use planning associated with the development review and long-range planning.

ESSENTIAL JOB FUNCTIONS
The Individual in the Planner II role is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the town, department/division, and pursuant to laws, regulation and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
- Perform professional level planning functions in support of assigned projects involving conducting studies, analyzing data, preparing and presenting reports.
- Assist business owners, the public, consultants and developers requiring information and technical assistance on planning and zoning matters.
- Represent planning department and town at regional or local meetings, events, and conferences.
- Coordinate, review, analyze, evaluate, and manage land use and development applications, including, but not limited to: annexation, zoning, subdivision, site plan, conditional use grants, variances, and referrals from surrounding jurisdictions.
- Process land use and development applications from initial submittal through the development review process.
- Effectively communicate with developers, consultants, and the public in explaining planning procedures and standards.
- Interpret and apply applicable codes and regulations, including the town’s comprehensive plan, area plans, municipal development codes and guidelines.
- Research background, applicable regulations, and prepare analysis and findings of application review.
- Prepare staff recommendations through reports, supplemental material, and presentations to advisory boards, including, but not limited to: Town Board, Planning Commission, Board of Adjustment/Appeals, and Historic Preservation Commission.
- Coordinate with town staff and Town Attorney’s office the preparation of development agreements.
- Oversee the completion of development plans prior to the construction phase and building permit phase.
- Coordinate construction acceptance inspections throughout construction phase, from initial construction acceptance through final construction acceptance. Oversee the completion of development agreement items and developer obligations.
- Conduct site inspections to ensure development is compliant with approved plans and town standards.
- Evaluate and prepare recommendations for updates to town’s comprehensive plan and other long-range plans, development code and other regulations or guidelines.
- Research and generate records and reports on local demographics and development activity for administration and outside agencies.
- Attend evening meetings, as needed, with the understanding that some schedule flexibility is required to accommodate these occurrences.
Depending on organizational need, additional duties may include the following:
- Perform research as directed, such as researching methods and sources of information related to urban growth and development.
- Perform related duties as established by law/ordinance or reasonably directed by the town.
- Assist other town departments/divisions, as necessary.
- Process requests, records, maintenance, and assign property addresses.
- Bachelor’s degree in urban and/or regional planning or related field required. Master’s Degree preferred.
- Two (2) years of experience as a Planner I for the Town of Windsor; or
- Four (4) years of relevant experience in land use planning or similar discipline, with a minimum two (2) years of experience with development review.
- Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform the essential functions of the job.
- Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards.
- AICP certification or eligibility for certification required.
KNOWLEDGE, SKILLS & ABILITIES
In addition to the knowledge and abilities requirements for the Planner I:
- Ability to clearly present findings and recommendations through written and verbal communications.
- Ability to communicate effectively with the public, town staff, outside agencies, customers, appointed and elected officials.
- Knowledge of urban planning principles and practices; familiarity with applicable federal, state, and local land use regulations; ability to conduct research for planning assignments.
- Knowledge and experience with the development review process, how to apply zoning and development codes, and long-range planning principles; regulations associated with zoning processes and land use decisions.
- Familiarity with principles of land development, architecture, engineering, construction and real estate.
- Computer skills, including but limited to: general use of Microsoft Office programs, preparing reports, spreadsheets, project management/tracking software, and ArcGIS.
- Knowledge of urban design and architectural design principles.
- Excellent customer service skills – written, verbal, and analytical.
- Ability to work in a busy environment with frequent interruptions and fixed deadlines.
- Ability to create maps and work with data in GIS.
