Hiring Range: $85,421 - $93,963 annually

Work Schedule: Generally, Monday-Friday, 40 hours per week, including after-hours meetings, may work evenings, weekends, and holidays as determined by the needs of the Town and for problem resolution.
 
NATURE OF WORK
As the leader of the Stormwater Team within the Public Works Department, the Stormwater Supervisor is essential to the success of the Stormwater Division. This role involves fostering collaboration with various Town departments and providing essential assistance to developers, all within a customer-centric work environment. Ensures the equitable delivery of vital services to protect public health and improve the quality of life of Windsor citizens. This position performs supervisory, management, and highly skilled analytical and administrative work in planning, developing, and overseeing operations and maintenance of the Town's Stormwater Management Program. They establish and implement programs, goals, and performance standards in accordance with local, state, and federal laws and regulations set forth by the Colorado Department of Public Health and Environment, as well as the Environmental Protection Agency. 
Manages and reviews development and construction projects to ensure that the design, construction, and maintenance of the Town's stormwater assets comply with established criteria, plans, and specifications. This includes ensuring stormwater quality compliance and permitting, conducting site inspections, enforcing the Town’s municipal codes, leading public outreach initiatives, and overseeing stormwater mitigation projects. Key responsibilities include adhering to the Colorado Discharge Permit System (CDPS) and the General Permit for stormwater discharges associated with the Town's Municipal Separate Storm Sewer Systems (MS4) permit. 
Responsible for managing capital improvement projects related to stormwater maintenance, environmental spill cleanups, the mosquito control program, and water quality sampling.

SUPERVISION RECEIVED        
The individual in the Stormwater Supervisor role works under the direct supervision of the Director of Public Works to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

SUPERVISION/LEADERSHIP EXERCISED   
The Stormwater Supervisor exercises direct supervision of the Stormwater Division personnel assigned to their area, including a Stormwater Coordinator and Stormwater Inspector.ESSENTIAL JOB FUNCTIONS
The individual in the Stormwater Supervisor role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town and pursuant to laws, regulation, and practices. Individuals in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive: 
  • Planning, developing, designing, and implementing programs; establishing goals and objectives; assisting the Director of Public Works in long-range planning for the division.  Overseeing divisional strategic plans and objectives to ensure alignment with the Director of Public Works’s expectations and the town’s mission, vision, values, plans, objectives, and expectations.
  • Oversee and provide guidance on the review of private development applications, including the plan check process for stormwater management, parks and recreation, and commercial and multi-family projects that impact Town roads. This role involves evaluating transportation and traffic engineering activities to ensure that the proposed design characteristics align with the Town's infrastructure and long-term plans. Additionally, the individual formulates and prepares departmental recommendations for conditions of approval for various private land development projects, such as subdivisions, planned developments, site plan reviews, and use permits, particularly in relation to roads, drainage, and other Town infrastructure.
  • Contributing to team decision-making and management effectiveness by providing information, sharing resources, participating, and adapting work schedules to accomplish goals and projects.
  • Regulatory compliance - stays informed about updates to local, state, and federal stormwater regulations. Ensure the stormwater program is aligned with applicable permits and requirements. Collaborate with regulatory agencies on stormwater compliance matters.
  • Researches and analyzes stormwater requirements to determine potential impacts on the Stormwater Program and other town programs and projects.
  • Manages and reports on the Town's program for detecting and eliminating illicit discharges and connections. This includes responding to spills, coordinating the Town’s participation in spill response efforts, and reporting spills to the state and other relevant agencies. Additionally, the position requires investigating citizen complaints related to stormwater systems and illicit discharges, as well as preparing reports and enforcement documents. The individual will also investigate and document citizen complaints and incidents involving spills and water quality to support program administration. Furthermore, the role entails responding to emergency situations to confine, resolve, or prevent hazardous conditions. Works with third-party stormwater inspection, spill response, and infrastructure contractors.
  • Responsible for ensuring the Town's compliance with federal and state NPDES stormwater quality programs. This includes developing programs that address the requirements for public education and outreach, public involvement and participation, construction and post-construction stormwater quality control, and pollution prevention for internal operations. 
  • Responsible for negotiating permit requirements with the state, maintaining necessary documentation, and submitting the annual report. This encompasses areas such as Public Education and Outreach, Public Participation and Involvement, Control of Stormwater Runoff at Construction Sites, Post-Construction Stormwater Management, and Pollution Prevention/Good Housekeeping practices for Town operations.
  • Inspect facilities, identifying and reporting defects and necessary maintenance to ensure stormwater systems and building sites comply with Town codes, standards, and NPDES permit requirements. Evaluate completed projects to ensure compliance with safety standards and building regulations.
  • Communicates with the public, as necessary, to investigate and resolve private stormwater complaints and collaboratively develop solutions involving appropriate stakeholders, including Town departments, homeowner associations, and landowners.
  • Oversees and supervises the town's annual Mosquito Control Program, including education and outreach and resident inquiries. 
  • Manages and oversees a Stormwater Quality Sampling Program, which involves selecting sample sites, conducting sampling, delivering samples to the laboratory, managing data results, and presenting findings to consultants and directors. Additionally, may carry out in-stream water quality projects, including water sampling, algae control, and nutrient reduction.
  • Monitors stormwater discharges and surface waters for compliance with state and federal standards, including, but not limited to, turbidity, fecal coliform, pH, etc.
  • Manages the Private Storm Enforcement Program, which includes setting deadlines, conducting inspections, communicating with stakeholders, enforcing regulations, mapping new systems, and ensuring that new systems meet maintenance criteria.
  • Responsible for the development, implementation, and inspection of both public and private stormwater facilities within the Town, including maintaining records for NPDES compliance. This involves preparing field reports and documenting any changes or updates required for the systems inspected.
  • Acts as the Town's primary contact for the development and construction industry, providing written and verbal communication regarding stormwater quality program permitting requirements, including plan submittal, review and approval, pre-construction meetings, application process, calculation, collection and management of performance security financial requirements, and effective erosion and sediment control practices. 
  • Coordinates and reviews stormwater management plans, construction plans, and specifications on capital improvement projects and other development projects to ensure conformance with applicable local, state, and federal standards. 
  • Oversee and manage the town's MS4 Stormwater Permit Program, ensuring compliance with all relevant federal, state, and local stormwater regulations. They coordinate inspection schedules and on-site meetings with contractors and town staff, as well as manage and supervise the permit submission process.
  • Communicate with developers, engineers, architects, contractors, consultants, property owners, and other stakeholders to provide information about Town regulations and standards. Coordinate the activities of consultants and contractors within the division.
  • Responsible for the development and implementation of divisional policies and procedures.
  • Manages and supervises GIS mapping elements as required.
  • Coordinates with Utility Billing to develop and review the Stormwater Enterprise Utility Fee annually. Related tasks will include stakeholder interviews, the development of a fair and equitable fee structure managed in close collaboration with changes to the Water and Sewer Enterprise fees, and the management of a consultant to aid in the investigation efforts.
  • Oversees snow operations by managing crews responsible for plowing, removing, and hauling snow and ice, as well as applying deicers to streets and roads.
  • Approves stormwater documents, forms, and necessary record-keeping.   Responsible for current, accurate, and complete file systems and databases.
  • Delivers presentations and outreach initiatives aimed at citizens, homeowners, business owners, town employees, and the Town Board. Addresses supervisors, boards, commissions, civic groups, external agencies, and the public regarding the Stormwater Program and its permits. Create and implement public awareness campaigns focused on stormwater management practices. Develop educational materials for residents and businesses to prevent stormwater pollution. Facilitates community workshops and presentations on stormwater issues.
  • Lead, manage, supervise, and evaluate the performance of division staff and teams with an emphasis on championing employee engagement, involvement, accountability, and a culture of service.
  • Preparing and/or reviewing proposals, contracts, cost estimates, intergovernmental agreements, and related documents. 
  • Manages the effective use of the division's resources to improve organizational productivity and levels of service. 
  • Follows safety precautions, anticipates hazards, and takes action to prevent accidents. Responsible for the safety of themselves, others, materials, and equipment. Uses required safety gear and complies with regulations. Reports accidents and damage to town property.
  • Establishes and maintains collaborative relationships with representatives of the community, citizens, employees, and public interest groups on constructing and maintaining our stormwater management program. 
  • Exercises initiative, sound judgment, and decision-making within the scope of authority.
  • Solicits feedback from staff; works to implement new ideas and procedures.
  • Coordinate and balance the activities and operations of the Stormwater Division with those of other departments and divisions within the town, as well as with governmental agencies and community organizations. Act as a resource for the division by providing administrative and technical support. Facilitate communication and collaboration with other divisions, departments, governmental agencies, and community organizations to ensure effective planning and service delivery.
  • Review proposed ordinances, regulations, plans, specifications, sketches, notes, blueprints, and technical reports related to projects and activities for content, accuracy, and feasibility; requisition of materials and supplies; maintain a detailed record system by collecting, assembling, and analyzing data, and preparing periodic reports.
Management/Budgeting:
  • Identify stormwater capital improvements and funding opportunities and make recommendations to the Public Works Director.
  • Identify patterns, initiate corrective actions, utilize benchmarking, and revise procedures to improve effectiveness and eliminate deficiencies.   
  • Tracks and monitors industry trends.
  • Prepare and present data to the Town’s management team.
  • Respond to questions from the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Identify areas of data to gather regarding past and future stormwater programs to supply for the development of the Town’s Asset Management Program.
  • Prepare special studies and reports to include project schedules. Cost and risk analysis, benefit/cost evaluations, alternative design and construction solutions, and related activities. 
  • Prepares and coordinates the division budget; forecasts the necessary funds for staffing, materials, equipment, and supplies.  Presents and defends budget proposals to the department head.  Administers division's budget to ensure effective expenditure of allocated funds; authorizes purchases of supplies, materials, and equipment. Monitors expenditures and adjustments, as necessary.
  • Develops and implements division written policies and procedures related to stormwater management operations, establishing uniform practices in preventative maintenance, mission, and goals, including long-range and strategic planning in alignment with department goals and organizational priorities. 
  • Keeps operational records and creates required reports; prepares a variety of reports and projects as requested by the director.
  • Review work completed by division units to determine effectiveness in meeting the goals and objectives of the division/department. 
  • Manage and supervise operations to achieve goals within available resources; determine work schedules and expedite workflow; study and standardize procedures to improve the efficiency and effectiveness of operations; identify opportunities for improvement and make recommendations.
  • Plan, coordinate, implement, and review the programs and projects of the Stormwater operations, which include work plans for assigned projects for items such as project management of stormwater projects, cost estimates, and program development.
  • Assures that responsibilities are performed within budget; performs cost control activities; monitors revenues and expenditures to assure sound fiscal control; prepares annual and semi-annual budget requests; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.  
  • Represents the division at various governmental and professional meetings.   
  • Solicit feedback from staff; work to implement new ideas and procedures. 
  • Attends or conducts various meetings, such as staff meetings and employee briefings.  Plans and conducts meetings with staff for maintenance operations.
  • Assists the Director of Public Works in placing staff on call for emergency events and planned occurrences, such as snow and ice removal or flooding situations. Responds effectively to emergency situations.
  • Supports a culture of two-way dialogue and ensures Stormwater Division employees receive timely and relevant information.
  • Provide professional advice on issues to the Director, Deputy Town Manager, Town Manager, and Town Board, and presents to supervisors, boards, commissions, civic groups, and the general public. 
  • Communicate official plans, policies, and procedures to staff and the general public. Serves as a liaison and maintains contact with town employees, vendors, contractors, the public, and other departments, as well as state, local, and other public officials regarding the town's Stormwater program.   Answer letters of inquiry and address public and civic organizations, which inform the public of policies, procedures, and the availability of facilities for public use.  
Team Leadership & Supervision:  
  • Manages, supervises, and schedules employees; assigns work and activities and monitors progress; guides, trains, and develops employees in the accomplishment of their duties and professional growth; makes recommendations regarding hiring, promotions, discipline, termination, and the advancement of division staff. Along with addressing complaints and problems in a timely manner.
  • Responsible for planning, coordinating, and directing the activities and expenditures to ensure that the work is performed according to appropriate guidelines, policies, and regulations. Ensures completion of plans in accordance with prescribed timeframes.
  • Maintain harmony among workers and resolve grievances; perform or assist subordinates in performing duties; adjust errors and complaints.
  • Maintains the confidentiality of sensitive management and department information.
  • Assists with coordinating stormwater operations to support all town special events.
  • Determines training needs for subordinate leaders and the division.   Approve and evaluate the effectiveness of training programs utilized for subordinate personnel.  
  • Maintains supervisory responsibility for all facilities and equipment in use by the division and ensures safe and effective operations.  
  • Communicate information from management to staff in an accurate and timely manner.
  • Encourage and implement input and recommendations from staff on operation and maintenance procedures and equipment needs. 
  • Provide leadership and direction in the development of short and long-range plans; gather, interpret, and prepare data for studies, reports, and recommendations; coordinate division activities with other departments and agencies as needed.
OTHER DUTIES:
Depending on organizational need, additional duties may include the following:
  • The Stormwater Supervisor position is part of the snow removal program, which includes scheduled on-call responsibilities typically during the months of October to April.  The Stormwater Supervisor is required to review and acknowledge the Snow Guidelines annually. 
  • The Stormwater Supervisor position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • May be involved in special projects that are directly or indirectly related to essential job functions.
  • Performs other duties as assigned.
  • Provide twenty-four-hour on-call support when necessary.
  • Attends and participates in professional organizations to keep abreast of industry innovations and new technology.
  • Performs research as directed, such as discovering new technology or tools, market research, etc.
  • Performs related duties as established by law/ordinance or reasonably directed by the town.
  • Assists other town departments/divisions, serves on employee committees and project teams, and performs other work as necessary.
EDUCATION, EXPERIENCE AND FORMAL TRAINING
  • A Bachelor’s degree in Public Administration, Business Management, or a related field with coursework in leadership and management or from an accredited college or university in Public Administration, Engineering, Construction Management, Environmental Science, Natural Resources, or a closely related field is preferred.
  • Five (5) years of related experience in Public Works Operations, Administration, Engineering, Stormwater Management, Environmental Science/Geology, Stormwater Quality Compliance, or a closely related field. Three (3) years of progressively responsible experience in a supervisory or management role.
  • An equivalent combination of education, training, and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES
  • Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards.
  • Certified Professional in Erosion and Sediment Control (CPESC) or equivalent, or ability to obtain certification within one (1) year of employment.
  • Certified Inspector of Sediment and Erosion Control (CISEC), or ability to obtain certification within one (1) year of employment.
  • APWA Certified Stormwater Manager (CSM), within three (3) years of employment, ability to obtain.
  • APWA Rocky Mountain Public Works Institute, ability to obtain.
  • Supervisory Skills & Development Program, ability to obtain.
  • FEMA 100, 200, 700, and 800 within two (2) years of employment
  • CPR/1st Aid certification within three (3) months of employment
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of Stormwater operations, maintenance methods, and administration.  
  • Knowledge of National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) regulations.
  • Considerable knowledge of the equipment, facilities, operations, and techniques used in subordinate work units.  
  • Ability to function in severe weather conditions and ability to respond to hazardous/risky situations and direct mitigation efforts in emergencies.

  • Ability to use standard office equipment, computer equipment, and software, including but not limited to Microsoft Office applications, iAuditor, NEOGOV program, Envisio program, Vaisala Mobile Weather Stations System, PlowOps GPS, SpringBrook software, and Cartegraph software necessary to generate relevant work reports.
  • Ability to read and accurately interpret construction drawings, blueprints, schematics, specifications, plans, and technical manuals.
  • Ability to read and understand maintenance text to identify repair components and to complete operational tasks. 
  • Skilled in composing letters, memos, reports, and other correspondence. Ability to produce a variety of reports, memos, letters, and operational/procedural manuals in a professional writing style. Possesses strong listening skills and communicates effectively, both orally and in writing, with diverse audiences.
  • Possess a combination of technical, analytical, organizational, communication, and interpersonal relationship skills and professionalism.
  • Regular and reliable attendance during regularly scheduled work hours. Ability and willingness to manage after-hours activities and emergencies, i.e., utility emergencies, seasonal storm events, etc.

  • MaterialsThe position requires the use of a variety of materials, spill kits, including fuel, def, oils, lubricants, and cleaning supplies. Paints, lacquers/thinners/solvents, adhesives, degreasers, grease, refrigerants, antifreeze, concrete/cement, dirt/backfill, chemical hardeners, concrete sealers, asphalt materials, and other materials as needed.


WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

The physical activities of this position include but are not limited to, the following: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. 

The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Sedentary work involves sitting most of the time.
