Work Schedule : Typical schedule is Monday - Friday with occasional evenings, weekends, and holidays.

NATURE OF WORK

As a member of the Community Development Department, the Water Resource Technician works interdepartmentally to offer expertise to a wide variety of projects, including the administration of the Town's decree accounting. The Water Resource Technician works in partnership with other employees, departments / divisions, agencies, and the public in delivering effective and innovative services; builds productive and professional relationships with the public, as well as governmental entities and districts; and seeks ways to integrate programs and services of several town departments, divisions, and external agencies. The individual will provide technical support including collection and analysis of hydrologic data, and analysis of water rights administration.

Individuals work under the direct supervision of the Water Resource Manager to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS

The individual in the Water Resource Technician role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and / or assist in the fulfillment of many job functions and duties with or without reasonable accommodations.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive :

  • Daily administration of Town's decree accounting and water operations. Coordinates with town staff, ditch companies, school district, and treatment providers.
  • Assist in delivery of augmentation and return flows.
  • Coordinates well pumping measurements from parks and other Town-owned facilities.
  • Technical support for water court applications and statements of opposition. Including diligence filings.
  • Coordinates with attorneys, water users, objectors, and colleagues for water court settlement.
  • Responsible for detailed analysis on historical water usage, precipitation rates, and irrigation efficiency to show trends in irrigation water use.
  • Administer Town contracts with water treatment providers, as well as leases with agricultural entities, and augmentation leases.
  • Assist with preparation of Water and Sewer Board meetings.
  • Assist with preparation of materials for Town Board meetings.
  • Raw water dedication.
  • Ensures town code is followed as it relates to raw water dedication.
  • Attend annual ditch company meetings in which the town is a shareholder.
  • Actively promotes a culture of safety by observing and following all town and Department safety procedures, regulations, and policies and assists in ensuring others do so in order to promote a safe work environment and prevent injuries and illnesses.
  • Completes and submits daily work reports, work orders, vehicle and equipment repair orders, and payroll timesheets in an accurate and timely manner.

OTHER DUTIES :

Depending on organizational need, additional duties may include the following :

  • The Water Resource Technician position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • Collaborates with the GIS department when pertinent.
  • Leads operations personnel, seasonal employees, and volunteers in routine tasks.
  • Cooperates with co-workers, supervisor, and other departments / divisions to foster the spirit of a team environment.
  • Keeps supervisor apprised of issues and concerns within the organization.
  • Operates water measuring instrumentation, hand tools, vehicles, and equipment following all safety precautions.
  • Inspects and maintains the safety of equipment.
  • May be involved in special projects that are directly or indirectly related to essential job functions.
  • Continues educational and certification requirements to remain abreast of current methods and procedures.
  • Performs other work-related duties as assigned and assists other departments / divisions as necessary.
  • Education, Knowledge, Skills, Abilities

    EDUCATION, EXPERIENCE AND FORMAL TRAINING

  • High school diploma or equivalent is required
  • Zero to three years' experience in Water Resources, office administration, ditch company operations or some combination of.
  • Experience in Excel, Database management.
  • Demonstrated ability in critical analysis / problem-solving with others.
  • Experience in QA / QC of large data sets.
  • Understanding of Colorado Water Law.
  • Any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions.
  • LICENSES OR CERTIFICATES

  • Must have a current Colorado Driver's License or the ability to obtain one upon hire, that meets the Town of Windsor's standards.
  • KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to develop and maintain networks within the water resources community including ditch companies and agricultural water users.
  • Working knowledge of Colorado Water Law and water rights administration.
  • Ability to recognize trends in water usage data through data analysis.
  • Understanding of common elements in water rights accounting.
  • Experience with water measurement methods, SCADA, and water meters.
  • Ability to learn and use new technologies introduced to the industry.
  • Knowledge of town and department policies and procedures.
  • Basic knowledge of industry standards and how to implement them in the daily completion of projects.
  • Basic computer skills to complete forms and paperwork and to use e-mail.
  • Basic skill in performing minor equipment maintenance and repairs.
  • Ability to develop relationships with people from diverse backgrounds.
  • Ability to read, understand, and complete written requests and work assignments.
  • Ability to work cooperatively with other employees and the public.
  • Ability to listen to all customers respectfully and acts accordingly.
  • Ability to communicate ideas clearly and respectfully in order to improve processes.
  • Ability to complete daily activities within the assigned timeframe.
  • Ability to perform required duties and responsibilities in extreme weather conditions.
  • Ability to use a work management system to plan and complete work assignments.

    The employee is required to have close visual acuity to perform an activity such as : preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and / or operation of machines (including inspection); using measurement devices; and / or assembly or fabrication of parts at distances close to the eyes.

    The employee may be subject to the following environmental conditions : inside, such as an office setting; outside, with little to no effective protection from weather.
