General Statement of Duties
Performs responsible fire suppression, fire prevention and emergency medical activities within the Fire Department, and supervisory and administrative work directing the Ocean Rescue program for the Town.
Distinguishing Features of the Class
An employee in this class maintains a dual role in fire suppression and ocean rescue; and acts as both a supervisor and participant. The role requires working knowledge of the requirements for fire suppression and ocean rescue, a strong sense of independent judgement and the ability to make effective decisions under pressure. An employee in this role must be adept in directing staff effectively during incident response. The individual in this role works collaboratively within the Fire Department to ensure that compliance, techniques, training and other necessary changes are updated and implemented in a timely manner.
The employee is subject to the hazards associated with firefighting and emergency medical incident response work including working in outside environments in open water and in extreme weather conditions. The employee is subject to OSHA standards on bloodborne pathogens and must also be aware of waterborne pathogen issues. Work is performed under general supervision of the Fire Chief, and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of incident response and program operations.
Duties and Responsibilities
- Plans, organizes, and directs the operations of the Ocean Rescue program and recommends overall division policies on rescue related matters.
- Recruits new candidates for seasonal positions; maintains contact with former employees eligible to return; interviews and recommends prospective rescue personnel; establishes and maintains basic and in-service training programs for staff to assure high level of skill in rescue operations.
- Assigns personnel and equipment for duty; reviews work in progress to evaluate employee effectiveness; coaches employees to improve performance; recommends personnel actions where needed.
- Ensures that the Town's ocean rescue systems are in a constant state of readiness; reviews practices, procedures, and work methods, and recommends and implements actions to improve operations.
- Prepares budget estimates of anticipated needs and their associated costs; evaluates the need for the new apparatus, requisitions equipment and supplies; monitors day to day operations including budget, requisitions, equipment, overtime and salary costs and supplies.
- Responds to rescue calls and utilizes the incident command system to oversee ocean rescues; calls for and utilizes available equipment; assures staff and equipment are assigned as needed; provides feedback to staff after the completion of rescue operations.
- Responds to emergency medical calls; performs CPR and administers first aid and other medical responses as needed.
- Responds to fire alarms and fills rolls in the incident command system as needed; responds and participates in remediation activities of chemical spills, hazardous materials, and other related incidents.
- Inspects station, and equipment for proper appearance and condition; performs maintenance and cleaning of fire apparatus, equipment, station building, hydrants, pumpers, hoses, and related facilities.
- Participates in public fire programs; participates in fire prevention programming and fire inspections activities; conducts pre-fire plans.
- Prepares and delivers classes for departmental interns and on-call staff; maintains records of training activities; attends classes to maintain certifications.
- Participates in civil preparedness activities including pre-incident planning, response during emergencies such as evacuations, staffing emergency operations center, and assisting in clean-up and other post-incident activities.
- Assists in departmental administration activities such as maintaining files and logs through paper or computer records, maintaining schedules, drafting revisions to SOP’s and maintaining time records.
- Prepares and submits periodic reports of activities.
- Attends meetings, conferences, and makes presentations when necessary and required; provides educational programs, tours, and information to the public.
Performs related duties as required.
Requirements
Knowledges, Skills, and Abilities
- Thorough knowledge of modern water rescue methods, practices and techniques.
- Thorough knowledge of equipment and vehicles used in water rescue
- Considerable knowledge of the rules and regulations of the Ocean Rescue Division.
- Considerable knowledge of modern methods of attacking fire emergencies.
- Considerable knowledge of Emergency Medical Response techniques and skill in their use in emergency situations.
- Working knowledge of fire prevention and fire education programs.
- Ability to effectively supervise, direct and coordinate multiple water rescue operations.
- Ability to effectively plan, prepare, and conduct in-service training on rescue and incident response for water rescue personnel.
- Ability to provide coaching, technical advice and training for seasonal employees.
- Ability provide leadership and inspire calm control while supervising emergency incident scenes.
- Ability to recognize hazards and to exercise safety precautions to prevent injury to employees and others.
- Ability to maintain effective working relationships with employees and members of the public.
- Ability to make sound judgments in emergency situations.
- Ability to meet USLA standards for lifesaving.
Physical Requirements
- Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, grasping, feeling, talking, and hearing.
- Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
- Must possess visual acuity to size up ocean rescue situations, to operate equipment and apparatus in emergency situations, and to prepare records and reports.
Desirable Education and Experience
Graduation from high school and considerable experience as an ocean lifeguard and with experience supervising an ocean rescue service; or an equivalent combination of experience and education.
Special Requirements
Possession of a valid North Carolina driver's license.
Open Water Lifeguard Instructor (USLA) certification.
North Carolina EMT-Basic certification.
- Certification as a NC Fire Fighter.
- Certification as a NC Fire Apparatus Driver/ Operator.
- Certification as a NC Fire Officer.
