POSITION SUMMARY: Deputy Chief of Police for the Town of Wytheville performs a variety of complex administrative, supervisory and professional public safety assistance work in planning and coordination of all daily operations of the Police Department and related work as required. Exercises supervision over the patrol division, and the detective division. Supervises staff directly and others through subordinate supervisors. ENTRY LEVEL REQUIRED MINIMUM QUALIFICATIONS: Associate’s degree in related field of study. Completion of the Department of Criminal Justice Services Basic Law Enforcement Training Academy or equivalent academy; and extensive experience in law enforcement, management and investigative duties. Must possess a valid Driver’s License without record of suspension or revocation in any state. All licenses and certifications must be kept in good standing at all times. Record of graduation from an approved Police Academy with a Basic Law Enforcement certification or equivalent.
Must demonstrate considerable knowledge of modern law enforcement principles applicable laws, ordinances and department rules and regulations. Extensive knowledge of Town's geography required.

GENERAL PURPOSE
This position performs a variety of complex administrative, supervisory and professional public safety assistance work in planning and coordination of all daily operations of the Police Department and related work as required.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Chief of Police.
SUPERVISION EXERCISED
Exercises supervision over the patrol division, and the detective division. Supervises staff directly and others through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists in the planning, coordination, supervision and evaluation of the police department operations.
Assists in the development of policies and procedures for the departments to implement directives from the Town Council or the Town Manager.
Plans and implements a law enforcement program for an assigned area of responsibility of the department in order to carry out the policies and goals of Public Safety, Town Management and Town Council.
Gathers and analyzes the information regarding work accomplished by various officers, to assign officers to special assignments associated with the needs for their specific skills.
Assures that personnel are assigned to shifts or working units which provide optimum effectiveness in terms of current situations and circumstances governing deployment.
Coordinates with the Chief of Police in budget preparation, processing payments and fiscal administration.
Plans and reviews the specifications for new and/or preplaced equipment in assigned areas. Oversees the development and maintenance of systems, records and legal documents that
provide for the evaluation, control and documentation of police department operations. Oversees professional standards and assists with complaints and investigations.
Facilitates and maintains training to develop department personnel.
Prepares and submits periodic reports to the Chief of Police regarding the department’s activities and prepares a variety of other reports as appropriate.
Meets with elected or appointed officials, other law enforcement officials, community and business representatives and the public on all aspects of the department’s activities.
Attends conferences and meetings to keep current in department trends as needed. Represents the Town Police in a variety of local, county, state and other meetings.
Cooperates with county, state and federal law enforcement officers as appropriate where activities of the police department is involved.
Assists the Chief of Police in ensuring that laws and ordinances are enforced and that the public peace and safety are maintained.
Oversees, assists, and physically directs, as needed, in the patrol of Town streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic, prevent or detect and investigate misconduct involving misdemeanors, felonies and other law violations, and to otherwise serve and protect.
Oversees, assists, and physically directs, as needed, in the response to emergency radio calls, investigate accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc. Takes appropriate law enforcement action.
Serves as Police Chief in the absence of the Chief, and when directed by the Town Manager.
Other duties as assigned by the Police Chief or Town Manager.
PERIPHERAL DUTIES
Serves as the liaison between the police department and community groups. Serves as a member of various employee and public committees.
Other duties as may be assigned.
DESIRED MINIMUM QUALIFICATIONS
A. Extensive experience in law enforcement, management and investigative duties.
B. Associate’s degree in related field of study.
C. Completion of the DCJS basic law enforcement training academy or equivalent; or
NECESSARY KNOWLEDGE, SKILLS and ABILITIES
A. Knowledge of the laws and regulations relating to law enforcement administration. Knowledge of departmental rules and regulations, knowledge of Town laws and ordinances, the ability to assign, direct and supervise the work of subordinate staff, ability to deal with the public firmly and tactfully, ability to analyze complex police problems and to adopt quick and effective reasonable courses of action, skill in the use of firearms and the operation of a motor vehicle.
B. Ability to train and supervise subordinate personnel. Ability to perform work requiring good physical condition; ability to communicate effectively orally and in writing, ability to establish and maintain effective working relationships with subordinates, peers and supervisors.
SPECIAL REQUIREMENTS
A. Must possess a valid state driver’s license or have the ability to obtain one prior to employment, without record of suspension or revocation in any state.
B. Ability to meet department’s physical standards.
C. Basic law enforcement training certification or equivalent.
TOOLS and EQUIPMENT USED
Police car, police radio, emergency equipment, RADAR and LIDAR Speed Detection devices, handgun and other weapons as required, ASP baton, OC Pepper spray, handcuffs, Breathalyzer, first aid equipment, cell phone, phone, personal computer including word processing software, word processor, spreadsheet, and data base software.
