POSITION SUMMARY: Director of Public Works for the Town of Wytheville performs supervisory, administrative, and professional work as the Director of the Public Works Department. Under the guidance of this leadership position, the public works department performs essential town services such as building and grounds maintenance, janitorial services for town facilities, street maintenance and construction, traffic control and signage, cemetery maintenance and burial services, mowing and landscape services, refuse collection and other tasks as assigned by the Town Manager and Town Council. Works under the guidance and direction of the Town Manager or Assistant Town Manager.
PREFERRED MINIMUM QUALIFICATIONS:
Education and Experience:
- Experience in public works operations and 5 or more years supervisory experience.
- Associate's degree in a related field of study.
- Any equivalent combination of education and experience as listed above.
Must possess a valid State driver's license or have the ability to obtain one prior to employment. Must be available to be reached by phone by the Town Manager or Assistant
Town Manager at all times.

GENERAL PURPOSE
This position performs supervisory, administrative, and professional work as the Director of the Public Works Department. Under the guidance of this leadership position, the public works department performs essential town services such as building and grounds maintenance, janitorial services for town facilities, street maintenance and construction, traffic control and signage, cemetery maintenance and burial services, mowing and landscape services, refuse collection and other tasks as assigned by the Town Manager and Town Council.
SUPERVISION RECEIVED
Works under the guidance and direction of the Town Manager or Assistant Town Manager.
SUPERVISION EXERCISED
Exercises supervision over employees of the Public Works Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervises division managers and department staff, either directly or through subordinates. Communicates personnel policy and performs progressive supervisory oversight to ensure accountability and high performance of employees.
Prioritizes daily work assignments. Communicates work assignments and oversees town projects and work assignments to ensure that the work is performed in accordance with town policy and to ensure high quality projects and programs.
Serves as the Department Safety Coordinator. Facilitates safety programs and training, maintains safety recordkeeping, and performs related tasks to meet safety and OSHA requirements.
Gathers and analyzes information, makes recommendations, and prepares reports for the Town Manager and Town Council. Provides guidance and support to other Town Departments as needed.
Develops operating procedures and policies to improve efficiency and effectiveness.
Develops budget requests, monitors expenditures and coordinates payments and contracts.
Plans, organizes, coordinates, and evaluates programs, plans, services, equipment, and staffing needs.
Develops both short- and long-range plans to guide the department.
Assists in the plan review of private and public project development plans for compliance with codes, regulations, and standards. Issues permits and approvals for other citizen requests related to the department.
Assists the Town Manager with the Capital Improvement Program as it relates to town facilities and projects.
Directly or indirectly prepares engineering plans and specifications, procurement documents, and performs project inspection. Uses best practices in project management to oversee quality control.
Maintains professional relationships with other town employees, consulting engineers, project managers, local, state, and federal agencies, professional groups, and the general public.
Responds to public inquiries related to the department. Uses good judgement and communication skills. Exhibits professionalism and behaves ethically.
Serve as a member of employee committees, as assigned by the Town Manager.
Able to respond occasionally after hours for special weather events and other emergencies.

Other duties as assigned by the Town Manager or Assistant Town Manager.

KNOWLEDGE, SKILLS, AND ABILITIES
(A) Knowledge of engineering and other construction principles, practices, and methods applicable to a municipal setting. Knowledge of town policies, laws, and regulations affecting department activities.
(B) Knowledge of occupational hazards and safety precautions. Knowledge of the equipment and tools needed for an efficient and effective department that maintains, constructs and repairs municipal buildings, grounds, streets, and public right of ways.
(C) Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, Town officials and the general public; Ability to conduct necessary research and compile comprehensive reports.
(D) Basic computer and word processing skills. Familiarity with Microsoft Word, Excel, and PowerPoint software and other government computer programming software.
(E) Ability to lead, direct and supervise in a professional manner.
