Summary:
Manages the day-to-day Financial Operations Division, as directed by the Director of the Department of Finance and the Chief Financial Officer. The Financial Operations Division includes the following functions:
· Accounting and Recordkeeping
· Treasury Management
· Grants Reporting & Accounting
· Disbursements – Accounts Payable
Essential Duties and Responsibilities:
Maintains all the books and records of financial transactions, in accordance with the standards and requirements of the Division of Local Government Services and the Local Finance Board, including:
All records of cash receipt, cash disbursement, journal entries, trial balances and general ledgers.
Supervise and review all bank reconciliations, cash reports and ledgers prepared by Division employees.
Analyzes reports of receipts from the Revenue Collector and others and distributes to the proper ledger accounts.
Analyzes the accounts and records and prepares statements concerning the financial condition.
Develops and recommends specific policies regarding the financial problems of the organization and performs various internal audit functions.
Keeps records on all grant programs including appropriate reporting requirements from granting entities.
Provides technical guidance in reviewing, analyzing, evaluating, and reporting on program accomplishments in financial terms.
Compares performance with operating plans and standards as reflected in financial data.
Manages work operations and/or functional programs and has responsibility for employee evaluations within the Division.
Reviews disbursements and controls to ensure adherence to contractual obligations.
Supervises the establishment and maintenance of essential records and files.
Assists with preparing annual budget for the municipal in accordance with established procedures and policies; oversees and provides assistance to staff responsible for developing specific components of the budget.
Monitors expenditures against allocations to ensure disbursements do not exceed authorized funding levels.
Maximizes revenues by ensuring proper state/federal reimbursements.
Conducts and arranges for the conduct of periodic audits and inspections of varied financial transactions and records.
Prepares and supervises the preparation of required fiscal, statistical, budget, and financial reports.
Work closely with municipal auditors and supply timely information as requested for preparation of the Annual Debt Statement, Annual Financial Statement, Supplemental Debt Statements.
Assists CFO with preparation of Budget, User-Friendly Budget and Best Practices Inventory, and other reports as requested.
Maintains and updates the Township’s Debt Service Budget and processes timely payment of debt service.
Prepare analysis, budget and revenue reports and special projects as requested.
Treasury and cash management including bank transactions, investments, debt payments, as well as monthly bank reconciliations and updating cash flow projections.
Other duties as assigned by the Director of Finance.
Required Knowledge, Skills, and Abilities:
· Bachelor’s Degree
· Candidate should possess a strong finance background with attention to detail and be capable of multi-tasking.
· Certified Municipal Finance Officer
· Expert proficiency in computer applications such as Excel, Word, Outlook and Power Point
· Expert experience with Edmunds GovTech Financial Management software
· Strong experience with digital banking platform operations and transactions
· Experience as a municipal director of finance, assistant director of finance, fiscal officer, municipal comptroller, assistant comptroller, municipal treasurer, assistant municipal treasurer or deputy treasurer in a NJ local government unit.
- Excellent communication and interpersonal skills, with the ability to interact effectively with diverse individuals.
- Ability to handle multiple tasks simultaneously and prioritize effectively in a fast-paced environment.
- Ability to maintain confidentiality and handle sensitive information with discretion.
Physical Demands:
- Ability to sit or stand for extended periods.
- Ability to lift and carry up to 10 pounds.
- Ability to use a computer keyboard and mouse.
