Contract Conformance Specialist II
Contract Duration: Until April 27, 2026 (High Possibility of Extension)
Location: Houston, TX 77079
Work Schedule: Hybrid work model: Onsite (Monday, Tuesday, Thursday) & Remote (Wednesday, Friday).
Work Conditions:
- Location: The CCS will be based in a company field office within the assigned project area.
- Travel Requirement: Approximately 35% travel within the assigned region.
Job Summary:
Enbridge is seeking a Contract Conformance Specialist II (CCS) to oversee the conformance responsibilities of executed contractual arrangements for assigned capital and maintenance projects. The CCS will ensure that all contractual obligations are met, managing documentation, communication, and contractual matters between the company and contractors. This role involves frequent interactions with both internal teams and external stakeholders, requiring strong organizational and problem-solving skills.
Key Responsibilities:
- Ensure compliance with project execution contracting strategy.
- Prepare and review contract exhibits, including scope, specifications, pricing, and instructions.
- Assist in drafting technical contract language.
- Coordinate with the contract management group to incorporate project-specific functional requirements.
- Support project management in contractor negotiations during bidding and contract formation.
- Develop and implement project-specific communication plans.
- Train teams and third-party personnel on contract conformance.
- Monitor contractor documentation for compliance and issue notifications for non-compliance.
- Maintain detailed contractor correspondence and documentation logs.
- Manage the change order process, including logging, reviewing, and processing changes.
- Prepare agendas and record meeting minutes for contract-related discussions.
- Oversee contract document control and retention.
- Review and track contractor invoices for compliance and payment processing.
- Work closely with project teams and legal departments to resolve contractual issues.
- Monitor and track service request orders for project outside service providers.
- Coordinate contract close-out activities and ensure compliance with company procedures.
- Provide support during company and external compliance audits.
- Communicate regularly with the Contract Conformance Regional Lead (CCRL) and provide weekly status updates.
Required Qualifications:
Education:
- Bachelor’s degree in engineering, construction, legal, technical, or business discipline with a minimum of 4 years of experience in contract administration, legal, engineering, or construction (preferably in the gas pipeline industry); or
- Associate’s degree with 4-7 years of relevant experience in contract administration, legal, engineering, or construction (preferably in the gas pipeline industry).
Experience & Skills:
- Strong understanding of contracting processes within the energy industry.
- Knowledge of contract documentation and best practices.
- Excellent communication, organizational, and problem-solving skills.
- Ability to manage multiple tasks with minimal supervision.
- Strong technical writing skills.
- Proficiency in Microsoft Office applications.
