The BOC Manager is responsible for overseeing the daily operations of the Bus Operations Control (BOC) department, ensuring efficient and effective dispatching of transit services. This role includes managing dispatchers, shift managers, and assistant BOC managers to ensure proper coordination of fixed-route services, adherence to service schedules, and compliance with all safety and operational policies. The BOC Manager plays a key leadership role in maintaining communication between operations, maintenance, safety, and customer service teams to provide a seamless and high-quality transit experience.

Essential Duties and Responsibilities:
Operational Oversight:
Operational Oversight:
• Direct and oversee all BOC functions, ensuring on-time performance and adherence to service schedules.
• Monitor real-time bus operations, making necessary adjustments to mitigate service disruptions and ensure passenger safety.
• Ensure compliance with federal, state, and local transportation regulations as well as company policies and procedures.
• Maintain communication with road supervisors, drivers, and other transit personnel to ensure service reliability and quick resolution of operational issues.
Leadership and Team Management:
• Supervise and provide leadership to dispatchers, shift managers, and two assistant BOC managers.
• Develop and implement training programs to enhance dispatcher and shift manager performance.
• Conduct regular performance evaluations and provide coaching and feedback to improve staff effectiveness.
• Foster a collaborative work environment that promotes teamwork, accountability, and continuous improvement.
Service Coordination and Problem-Solving:
• Respond to and manage service disruptions, accidents, vehicle breakdowns, and emergency situations.
• Ensure dispatchers and shift managers are prepared to handle service interruptions with minimal impact on passengers.
• Work closely with maintenance and operations teams to ensure vehicle availability and service continuity.
• Oversee daily reports and ensure accuracy in documentation related to dispatch activities.
Compliance and Safety:
• Ensure all dispatch and operational staff comply with safety policies and procedures.
• Collaborate with the safety and training departments to address operational safety concerns and enhance best practices.
• Investigate incidents related to service failures, employee performance, and customer complaints, implementing corrective actions as needed.
Union and Employee Relations:
• Work closely with Human Resources to manage labor relations within the dispatch department, including grievances, disciplinary actions, and contract compliance.
• Ensure all employees are treated fairly and consistently in accordance with collective bargaining agreements.
• Serve as a key point of contact for union representatives regarding operational matters.
Technology and Reporting:
• Oversee the use of Computer-Aided Dispatch (CAD) and other transit management systems to monitor service levels and ensure efficiency.
• Review and analyze dispatch data to identify trends, challenges, and opportunities for improvement.
• Prepare and submit reports to senior management regarding performance metrics, operational challenges, and recommended solutions.
Qualifications and Skills:
• Bachelor’s degree in transportation, logistics, business administration, or a related field preferred; equivalent experience in transit operations considered.
• Minimum of five (5) years of progressive experience in public transit operations, including supervisory or management experience.
• Strong knowledge of dispatch operations, transit scheduling, and service planning.
• Familiarity with transit-specific technologies such as CAD/AVL, scheduling software, and radio communication systems.
• Proven leadership skills with the ability to manage and motivate a diverse team.
• Excellent problem-solving skills with the ability to make quick and effective decisions in high-pressure situations.
• Strong communication and interpersonal skills to interact effectively with employees, management, and external stakeholders.
• Understanding of collective bargaining agreements and experience working in a unionized environment.
• Knowledge of federal, state, and local transportation regulations, including ADA and FTA guidelines.
Work Environment:
• This position requires working in an office setting as well as in the field to monitor and support bus operations.
• Must be available to work a flexible schedule, including nights, weekends, and holidays as required.
• May require responding to emergencies or service disruptions outside of regular business hours.
Physical Requirements:
The essential functions of this position require the ability to:
• Work outside in varying temperature, weather, and humidity conditions• Sit for extended periods (up to 6–8 hours per day); frequently walk for long distances and on possible sloped ground or slippery and uneven surfaces
• Push and pull objects up to 50 pounds, occasionally throughout the workday; lift material weighing up to 50 lbs. with or without assistance; occasionally bend, kneel, or crouch to files or equipment stored at ground level
• Withstand heavy traffic areas while performing the duties of the job; tolerate exposure to considerable amounts of dust, vehicle fumes and noise
