This position is in the District Department of Transportation (DDOT), Talent Business and Strategy Administration's, Resource Allocation Division (RAD). The Division is responsible for: the annual budget and policy formulation for the Department's nearly $1 billion a year annual portfolio and leading the development of the agency's six year capital investment plan; providing resource planning and management; ensuring funding availability to meet programmatic and project needs; maximizing access to and use of resources in the most efficient and effective manner; monitoring spending and reallocating and reprogramming funding and budget authority as appropriate; conducting analyses on financial and policy matters; and developing new and/or improved systems, processes, and procedures designed to enhance the overall management of the Agency's resources. This role offers a unique opportunity to work in an agency with consolidated State, County and City transportation functions.

Duties and Responsibilities

This position assists with the establishment and achievement of transportation program goals and objectives through the financial management and formulation of the Department's budget. Responsible for supporting the preparation of the capital budget including budget enhancement requests and budget reduction proposals as required. The incumbent will be responsible for ensuring the Agency has sufficient resources to meet its performance metrics, both local and federal, as it relates to the fiscal management of the Agency's capital budget. Works with Agency managers to develop spending plans and tracks, monitors, and reports expenditure data quarterly to minimize unallocated or inactive funds. Analyzes funding balances and takes appropriate action. The incumbent has duties and responsibilities for performing a variety of functions and supports for the management of the Agency 's capital budget. In FY 2024, the Department received over $694 million in capital funding and $3.6 billion over the 6-year capital improvement plan. This position assists in the financial management of the capital budget including the primary responsibility for supporting the execution of the capital program. This position assists in developing spending plans, tracking expenditures, and financial and programmatic audits. Additionally, this position is responsible for analyzing policies, procedures, processes, and systems to ensure proper management and oversight and the efficient and effective utilization of the Agency's capital resources.

The incumbent is responsible for interpreting and applying District statutory and regulatory requirements related to the financial management of the Agency 's capital budget. Analyzes and evaluates the budget and financial implications of transportation legislation and policy on the Agency's resources. Will also work cooperatively and meets regularly with the Office of the Chief Financial Officer. Meets regularly with program managers, associate directors, and chiefs regarding the execution of the capital budget. Works cooperatively with staff from the Mayor, City Administrator, Deputy Mayor, Council, and the Federal Highway Administration to prepare responses to questions, make budget presentations, and perform analyses as required. This position will have broad exposure to all divisions within the Department, including playing a key role in supporting the planning and execution of the largest infrastructure portfolio in the Department's history and the opportunity to learn and grow from strong team of resource analysts and managers. This division reports to the Chief Administrative Officer and has weekly interaction with the Department's senior leadership.


Qualifications and Education

Must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but not limited to effectively communicate verbally and in writing complex financial and policy matters with diverse stakeholders, prepare and present reports and make presentations and conduct training on all aspects of the budget, establish and maintain effective working relationships with Agency program managers, other District agencies, and the Mayor, City Administrator, Deputy Mayor, and Council staff, research methodologies, including conducting financial, programmatic, and policy analyses, analyzing compliance with Agency performance metrics, formulating program and funding priority setting, analyzing best practices, and making process improvements for the efficient and effective utilization of resources.

Minimum of one (1) year of relevant work experience within the transportation industry is preferred.

Graduation from an accredited four-year college or university with a bachelor's degree is preferred. A Master's degree would be ideal.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment

Position Designation(s):

This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergencies to perform crucial duties, i.e., snow removal debris removal transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

The position has been deemed security-sensitive, according to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, traffic record checks, and consumer credit check, if applicable) as a condition of employment, and will be subject to periodic criminal background checks and traffic record checks for the duration of your tenure.
