This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Capital Planning Division (CPD).

The incumbent is responsible for assisting in multimodal transportation planning and project development, including bicycle, pedestrian, transit, freight, and general-purpose traffic in alignment with the District’s long-term transportation plan (moveDC) and other related plans and policies. The incumbent works closely with other Transportation Planners, engineers, and project managers to guide projects from inception to completion, ensuring the delivery of high-quality street designs that achieve project objectives.


Duties and Responsibilities
Collects and analyzes data pertaining to bicycle and pedestrian facility design, traffic management, roadway safety, transit operations, and plans and designs to accommodate the needs of various modes of transportation. Evaluates proposed land use, development, streetscape, and transportation plans, designs and policies to ensure alignment with Department goals and objectives. Serves as the Administration’s representative in working groups, committees, task forces, and community meetings related to curbside management. Contributes to the development and implementation of enhancements to improve transit reliability and efficiency within the District.

Prepares reports, maps, website updates, memoranda and other materials for internal and external audiences. Develops and delivers presentations to officials and stakeholders on proposed multimodal mobility and safety facilities, showcasing their feasibility. Coordinates multimodal policies and programs with internal and external partners, including other divisions within DDOT as well as other District Government agencies, Advisory Neighborhood Commissions (ANCs), the Metropolitan Washington Council of Governments (MWCOG), Business Improvement Districts, the Washington Metropolitan Area Transit Authority (WMATA), and other stakeholders. Attends meetings (evenings and weekends, as needed), conferences, and seminars relative to multimodal transportation planning. Promotes multimodal mobility and safety.

Qualifications and Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Collective Bargaining Unit (Non-Union):
This position is not a part of a collective bargaining unit.

Position Designation:
This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Essential or Emergency Designation:
This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
