Summary of Position

The Finance Manager (FM) will report directly to the WCID No. 17 Chief Financial Officer (CFO). This is a supervisory position- two or more staff will report to this position. The FM will be responsible for supervising all Accounting, and Finance personnel; ensuring a fair distribution of tasks among the staff, evaluating the staffs performance on a semi-annual basis, discussing the performance with the staff, recommending improvements to the be made, and recommending wage/salary changes or other employment matters to CFO. With the CFO's assistance in certain cases, the FM will prioritize the staff tasks.

Major Responsibilities and Duties

Finance:

Develops and assists with the implementation of financial strategic plans for District programs and services including the long-range financial forecast and capital improvement plans.

Treasury Management: Implement a full cash management system whereby yields on idle cash are maximized (based on investments within the limits defined by the board of directors and coordinated through the Investment Officer), deposits and/or transfers are made timely, and funds are reviewed to ensure that they do not exceed FDIC coverage or collateralized balances

Responsible for the management of all accounting staff. In coordination with the CFO, ensures that effective internal controls are in place and ensures compliance with GAAP and applicable federal, state, and local regulatory laws, and rules for financial, and tax reporting.

In coordination with the Customer Service Supervisor, manage the processing of billings for water, wastewater, and related services. The FM will ensure that meters are read timely in the most efficient manner, bills are prepared and mailed timely, late notices are sent in timely, and appropriate action is taken on late accounts.

Prepare the annual budget with the assistance of the CFO, including presenting it to the Board of Directors and revising it for any amendments. Responsible for the monthly distribution of budget balances to all departmental sites for review and monitoring of their budget allocations.

Prepare monthly financial analyses. Manages accounting controls by maintaining a chart of accounts and defining accounting policies and procedures. Maintaining and updating internal controls, and enforcing proper accounting methods, policies, and principles.

Manage the annual financial audit and coordinate all information requests from external auditors. Ensure that all accounts are reasonably reconciled.

Responsible for, in conjunction with the CFO, will oversee the daily operations of the accounting department and functions. This includes but is not limited to the day-to-day management of accounting, financial reporting, cash-flow analysis, and the yearly budgeting process. Analyzes the organization's financial results and provides insightful variance explanations, projections, and recommendations.

Participates in other accounting and finance special projects as needed. Assists management team in operational projects and reporting. Establishes and implements short and long-range departmental goals, objectives, and governing procedures. Other duties as assigned.

Requirements

  • Education and Experience:

Masters degree in Accounting, Finance, or a related field from an accredited college or university.

Minimum of five years of applicable accounting and office management experience.

Relevant work experience may be considered in lieu of the educational requirements.

  • Technical Skills:

Proficiency with spreadsheets, word processing, and automated accounting systems is required.

Strong knowledge of database systems and their use in accounting functions.

  • Accounting Knowledge:

Must have a solid understanding of Accounts Payable, Payroll, and General Ledger activities, specifically in a governmental fund-accounting environment.

  • Communication and Time Management Skills:

Excellent verbal and written communication skills, with the ability to effectively communicate complex financial data to non-financial stakeholders.

Strong time management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.
