WIOA Youth Program Coordinator

Job Summary: Tri-County Community Action Agency is seeking a motivated and dynamic WIOA Youth Program Coordinator to coordinate and monitor WIOA youth programs. The ideal candidate will be able to; demonstrate critical thinking, adaptability, and the ability to evaluate data for program effectiveness; work in a fast-paced environment with multiple priorities and frequent deadlines; provide program oversight and evaluation leading to recommendations for operational improvements ensuring compliance with all policies and regulations; meet contractual obligations for enrollment and specific Youth WIOA performance goals.
Key Responsibilities:
- Liaison & Relationship Management:
Serve as the primary liaison with community partners, sub recipients, vendors, and funding sources (WSPC and GWB) to ensure effective coordination of WIOA youth programs. - Training & Staff Development:
Develop and deliver training for contractor staff and the Tri-County Youth Services team on program components, processes, and WIOA policies/data requirements. - Program Evaluation & Strategy:
Use data to evaluate program effectiveness and recommend changes to strategy, operations, or service providers to enhance performance and meet program goals. - Compliance & Policy Oversight:
Ensure compliance with state and federal laws, regulations, and Tri-County policies. Work with the EE & T compliance team to identify areas for policy development and revision. - Program Orientation & Enrollment:
Coordinate orientation sessions for youth participants and assist in the development of career planning models and enrollment processes. - Contract Management & Reporting:
Support the EE & T Director in developing contracts with youth service providers. Monitor contract performance, manage work plans for course corrections, and oversee the financial tracking of expenditures and progress. - Performance Monitoring:
Generate and review monthly WIOA performance reports using EmployRI and provide quarterly updates to the leadership team on program progress. - Documentation & Continuous Improvement:
Document best practices, promising strategies, and ensure compliance with both internal and external policies. Provide technical assistance in ensuring that department team members and community partners maintain up-to-date knowledge of all relevant policies and procedures. - Additional Duties:
Perform other related duties as assigned to ensure the success of the WIOA Youth Program and the overall mission of Tri-County.
Special Working Conditions:
- Fast-paced work environment with multiple priorities and frequent deadlines.
- Program deadlines may require flexibility in work schedule, as well as scheduling time off.
- Travel throughout Rhode Island may be required.
QUALIFICATIONS: Bachelor's degree in education, social work, psychology, sociology, economics, or a related field. Minimum of five (5) years of work experience in workforce development, youth development, education, human services, or related fields, with a focus on program coordination and management. Previous experience working with at low income, at risk youth, ages 14 to 24 who face barriers to employment.
