Job Overview
We are seeking an experienced and proactive Resource Manager to join our team. The ideal candidate will be responsible for overseeing the allocation and management of resources within the organization, ensuring that projects are adequately supported and that resources are utilized efficiently. This role requires a strategic mindset and strong organizational skills to meet the demands of a dynamic work environment.
Duties
- Create Purchase Requisitions and Post Administrative Requisitions (new, modifications, miscellaneous, purchase card transactions, de-obligations, closeout, grants).
- Assist in drafting forms 7600 A&B for Interagency Acquisition (IAA) packages with supporting documentation and accuracy.
- Track internal directorate communication/program spend plans.
- Provide matching guidance for invoices and Intra-Governmental Payment and Collections (IPAC), and SPS, route to Fincen and CORs, this includes tracking late payments.
- Work with the Contracting Officer Representatives (COR) to track invoice payments, burn rates, remaining balances on Contracts / IAAs.
- Perform reconciliations on contracts, IAAs and other obligations in support of directorates/programs.
- Research and assist in preparing closeout and de-obligations of UDOs (undistributed obligations).
- Assist the Program Office (PMO) in coordination with OPO to plan and ensure PRs are properly prepared and awarded.
- Assist in reporting obligations and expenditures, support BDRs and Data Calls.
- Coordinate closely with U.S. Coast Guard Finance Center (FINCEN) on IPAC, reclassifications and invoice processing.
- Review and approve grant drawdowns for payment.
- Assist with identifying, creating, tracking, Reimbursables.
- Enter Assets into Asset Module.
- Research funds check failures.
- Assist in providing inputs to the Financial Operations Guide (FOG).
- Provide customer service support to other BFO branches and directorates as requested.
- Assist with maintaining and updating budget execution Standard Operating Procedures (SOP).
- Assist with creating reclassifications and submit to Accounting Operations for review and submission to FINCEN for processing.
