Purchasing/Warehouse Supervisor
Position Summary
Under general direction, performs procurement functions of designing and writing solicitations, evaluating and monitoring contracts for compliance, leading the proposal evaluation process, negotiating contract terms and conditions, and preparing reports and presentations. This position is responsible for the procurement of construction, supplies, and services that are to be conducted in accordance with applicable federal, state, and local laws, ordinances, rules, and regulations. Direction is received from the Purchasing/Warehouse Supervisor
Essential Duties And Responsibilities
Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances, and formal performance evaluations for a position's direct and indirect reports.
FINANCIAL RESPONSIBILITY
No significant financial responsibilities.
Qualifications
EDUCATION
Bachelor's degree in business or closely related field.
Experience
Five years of purchasing experience. Two years in governmental purchasing is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
CTCD, CPPB, Valid Texas driver's license.
KNOWLEDGE
Working knowledge of business law in the purchasing field, good interpersonal skills, communication skills, and organizational skills are required. Working knowledge of computerized purchasing systems.
Skills And Abilities
Must be able to write various purchasing reports, requisitions, internal and external correspondence, and performance evaluations. Must be able to apply basic algebraic formulas. Good telephone skills and ability to work under time deadlines required.
GUIDANCE RECEIVED
Receives general direction about results to be attained. Typically receives general direction about assignments and work results to be attained. Requires judgment to determine which methods apply and what data/information should be considered. The position must think through how issues can be addressed within existing policies and procedures and may assist others with more complex work methods and problems.
PHYSICAL DEMANDS
This position requires minimum physical exertion with daily lifting requirements generally under 10 pounds. Activities may include carrying office materials, pulling and pushing file drawers, and organizing paperwork.

Duties are almost always carried out in an office environment.

Essential Duties And Responsibilities
- Receives, reviews, delegates, orders, and rejects logged-in purchase requests.
- Maintains vendor files and approved vendor lists.
- Prepare and analyze competitive sealed bids, competitive sealed proposals, requests for quotations, and requests for statements of qualifications
- Assists in the preparation of highly technical and complex specifications, contracts, and solicitation documents, including the evaluation of bid responses and the initial award recommendation.
- Perform related research and value analysis to analyze responsive, responsible bidders; most advantageous offers; and evaluate qualifications of professional services
- Negotiate with consultants and contractors regarding specifications, scope of work, prices, terms and conditions. Analyze cost and price data from vendors and perform contract audits when required
- Analyzes the computerized purchasing system data for proper requisition authorization, group and class, and purchasing trends, and determines items to be placed into warehouse stock.
- Assumes the duties of Purchasing/Warehouse Supervisor, when assigned.
- Directly and indirectly supervises Buyer, Assistant Buyer, and clerical positions including hiring, training, scheduling, and performance evaluations as assigned.
- Maintain the integrity of the public procurement process
- Effectively communicate purchasing policies and procedures to all personnel and interpret policies and procedures as necessary
- Review applicable federal, state, and local laws, ordinances, rules, and regulations for changes relating to public procurement for municipalities and municipally owned utilities
