Construction Project Manager Consultant
We are seeking an experienced Construction Project Manager Consultant with extensive expertise in cost estimation for state construction contracts in Maryland, Washington, D.C., and Virginia. This consultant will be responsible for developing accurate cost estimates, assessing budgets, and ensuring financial feasibility for various public and private infrastructure and building projects across the region.
Day to day you’ll …
- Prepare detailed cost estimates for construction projects in compliance with MD, DC, and VA state contract requirements.
- Analyze construction bids, proposals, and change orders to ensure cost efficiency and compliance with procurement regulations.
- Work closely with government agencies, contractors, and stakeholders to develop accurate project budgets and forecasts.
- Conduct cost-benefit analyses and risk assessments to mitigate financial risks.
- Ensure compliance with local, state, and federal construction regulations, including procurement and labor laws.
- Utilize industry-standard cost estimation software (e.g., RSMeans, CostX, ProEst) to develop comprehensive estimates and reports.
- Support contract negotiations with vendors and subcontractors.
- Provide expert guidance on project cost management, financial reporting, and resource allocation.
What you'll bring to the team...
Work Experience
- M 10 years of experience in construction project management with a focus on cost estimating for government contracts.
- Experience with budget management, forecasting, and financial reporting for large-scale construction projects.
- Familiarity with prevailing wage requirements, permitting, and regulatory compliance in the region.
Qualifications
- Strong knowledge of MD, DC, and VA state procurement regulations and cost estimation methodologies.
- Expertise in construction methods, materials, and cost analysis for public works, infrastructure, and commercial projects.
- Proficiency in cost estimation software (e.g., RSMeans, CostX, ProEst, or equivalent).
- Strong analytical, negotiation, and communication skills.
- Ability to work independently as a consultant while effectively collaborating with stakeholders.
Preferred Qualifications
- Certified Cost Estimator (e.g., AACE CCP, ICEAA CCE) or Project Management Certification (e.g., PMP, CCM).
- Previous experience working on state-funded or federally funded construction projects in MD, DC, or VA.
- Knowledge of transportation, infrastructure, and commercial construction sectors.
Pay Range Information
The pay range for this position is listed below. Local minimum wage laws apply. Compensation: $42/hour - $84/hour

Contract Type: Independent Consultant
Duration: 6-month contract with potential for extension
