Program Procurement Analyst
Job Description :
The Program Procurement Analyst shall have extensive knowledge of, and experience with, all contract types to include those considered "high-risk" (e.g., competitive Cost-Reimbursement, Time and Materials, LH). The Program Procurement Analyst shall have had experience with drafting procurement documents tailored to unique procurement actions. This individual must have exceptional communication (verbal and writing) and analytical skills. Must be able to use sound judgement when making pre-procurement decisions and be able to reference applicable procurement rules and regulations in supporting those decisions.
Individuals may also be required to process task orders, delivery orders, and modifications. In addition to contract actions, individuals may be required to process inter-intra-agency agreements and cooperative agreements or grants. Must have an established record of working well with others and proactively seeking solutions to problems.
Organizationally, the Program Procurement Analyst falls under the direct supervision of the Project Manager who will provide day to day assignments. However, this individual may also work directly with the NHTSA COR(TO), Division Managers, program office personnel (e.g., COR (TO)) or prospective contractors or grantees when appropriate. This individual will be required to process procurement actions through NHTSA's offices automated procurement system, SHAREPOINT. The individual will also be required to work with Microsoft WORD, EXCEL, OUTLOOK, and SHAREPOINT.

Requirements
Job Responsibilities :
DAWIA or FAC-C level three certifications or equivalent are required.
Reviewing procurement requests to ensure full understanding of the program office's requirements.
- Working with NHTSA Program Office personnel in developing sound acquisition plans;
Preparing for submission all required associated documents for each procurement including all forms. This may involve the analysis, re-statement and writing of descriptions, justifications, and other required documents.
Assisting with the preparation of Pre-award cost estimates.
Assisting NHTSA Program Office Personnel in developing sound technical and cost evaluation plans.
Conducting and documenting review of cost Quotes with program staff.
Providing advice to program office personnel on how to conduct and document technical and cost evaluation of Quotes.
Reviewing technical evaluation reports. Based upon results of cost and technical.
Quote reviews, recommending to the NHTSA Contract Specialist how to proceed with the contract action.
Performing all pre-award duties.
Work closely with OAM staff to ensure actions are processed in PRISM in a timely manner.
Ensure compliance with all administrative, safety, and security requirements established by NHTSA (e.g., NHTSA OAM Policy Memos, NHTSA Orders, etc.), the U.S. Department of Transportation (e.g., the Transportation Acquisition Regulation (TAR), Transportation Acquisition Manual (TAM), other DOT orders, regulations and procedures) and the federal government (e.g., FAR, various OMB and CFR Circulars and regulations applying to assistance agreements).
