Summary:
TTC has an opportunity to support the 56th Range Management Office at Luke Air Force Base within the Live Mission Operations Center (LMOC). The WIS SME will provide services for the LMOC, supporting live mission tracking and execution. The LMOC family of systems consists of air combat maneuvering instrumentation, FAA radar feeds, Link 16, and surface-to-air threat emulators. Together, all systems create a common operating picture to allow aircraft tracking, engagement, and recording.
Responsibilities & Objectives of this Role:
- SMEs shall serve as the primary liaison with government (56th Fighter Wing) Weapons and Tactics, Training, Plans/Programs, scheduling personnel, instructor pilots, and Range management government and contract personnel. SMEs shall establish information exchange methods and processes with the user(s) to best support routine (weekly and monthly) event scheduling as well as long-term (quarterly and beyond) training plans.
- A WIS serves as the LVC Integrated Training expert for any syllabus and continuation training (CT) mission and is expected to: help create LVC profiles in support of F-35 syllabus training and CT missions.
- The Contractor, in accordance with this PWS, will utilize government furnished computers and equipment in the execution of WIS performance. Through operations, it is expected the contractor will work with government officials to provide improvement ideas and support integration upgrades. Support will include providing input to software developers, supporting beta testing of software, and providing feedback.
- Each position is critical to live mission execution and to meet desired learning objectives (DLO). The WIS should have a thorough understanding of F-35 operations and tactics (not a prerequisite) as well as threat replication.
- Specifically, the WIS shall support missions by coordinating mission requirements with instructor pilots; assist in managing DLOs for the flight via the SAM-1 position, operate the LVC control station during mission execution, and perform RTO duties as required for specific missions. Each position requires mission planning, pre-mission set up, execution (to include data capture), and providing information for debrief to respective flights (in-person desired but not required).
- All station positions are in communication with pilots real-time as well as working with a resource support team within the Live Mission Operations Center.
- Work with Instructors to develop LVC scenarios that supplement and enhance Luke-based F-35 training requirements/syllabus execution/special instructions. Coordinate with
- fighter squadrons and execute LVC support using fielded systems to enhance live syllabus training for the 56th Fighter Wing, CT sorties, and Large Force Exercises. Incorporate the latest Tactics, Techniques, and Procedures into LVC training to ensure cutting edge training for all LVC participants. Maximize current LVC capabilities to provide realistic training. Integrate LVC capabilities with other training systems (threat emitters, ACMI, Range Training Officer). Plan and execute LVC equipment and integration upgrades to increase training capacity and improve effectiveness.
- At times briefings to pilots (in mass) might be required to educate using operators on the capabilities and mission integration of WIS resources. All briefings will take place during duty hours with an expectation of four times per year.
- Track LVC/SAM-1/RTO utilization daily. Soliciting and tracking feedback from fighter squadron customers. Report LVC/SAM-1/RTO utilization
Knowledge, Skills, Abilities and Competencies:
- Secret security clearance required.
Physical Requirements:
- Must be able to remain in a stationary position 50% of the time.
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- The ability to observe details at close range (within a few feet of the observer).
