Description

Distinguishing Characteristics: 

Under minimal supervision and administrative direction, duties and responsibilities are to plan, implement, advise, and oversee technical environmental engineering strategies, procedures, goals, project management, in support of Tucson Airport Authority (TAA) Legal in TAA efforts to meet Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA/Superfund) and other environmental compliance and remediation responsibilities, for Tucson International Airport (TUS) and Ryan Airfield (RYN).

Essential Functions:

The following functions and all other functions not included in this job description are to be performed in the best interest of and the greater good of TAA.

  • Oversee environmental investigation and remediation programs/projects; ensure compliance with federal regulations and standards, and TAA commitments throughout the programs/projects.
  • Serve as leader, expert, and technical resource for all matters involving environmental planning, environmental management, sustainability, compliance, and stewardship.
  • Manage compliance with applicable federal, state, and local CERCLA environmental programs; regulatory notification and reporting requirements; payment of fees; and preparation and maintenance of environmental records.
  • Oversee preparation of programmatic and/or site-specific environmental studies and documents to support National Environmental Policy Act (NEPA) Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements in accordance with Federal Aviation Administration (FAA) and Arizona Department of Transportation (ADOT) requirements.
  • Oversee or perform site assessments, field investigations, and other environmental survey activities associated with remediation and mitigation efforts
  • Manage consultants engaged in environmental planning, site assessment and investigations, site remediation, and engineering activities.
  • Manage CERCLA/Superfund expenditures within authorized project budgets, and adhere to consultant and construction schedules; ensure contracted work is correct and complete prior to close-out; review and approve progress payments and negotiate change orders for contractors and consultants, where applicable.
  • Monitor, analyze, and evaluate the work and performance of third-party engineers, consultants and contractors to ensure compliance with TAA standards, contractual requirements, consent decrees and related commitments, specifications and code provisions, in all phases of TAA environmental investigation and remediation projects.
  • Coordinate and facilitate development of annual goals and objectives for area of responsibility with EVP/GC.
  • Collaborate with the Federal Aviation Agency (FAA), Environmental Protection Agency (EPA), Arizona Department of Environmental Quality (ADEQ), City of Tucson and/or Pima County staff, and other agencies, to ensure successful environmental investigations and remediations, and preserve TAA ability to pursue grants or other sources of funds to support TAA environmental investigations and remediation efforts.
  • Maintain an effective external and internal communication system among all TAA departments, TAA executives, industry peers, and community leaders and outside agencies.
  • Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders.
  • Assist in the development of the TAA CERCLA related environmental budget, recommend annual goals and objectives for the environmental program; closely monitor the program budget.
  • As requested, represent TAA on local, regional, and state committees. Represent the interests of TAA at public hearings, commissions, and meetings as necessary.
  • Consistently demonstrate a commitment to the TAA Cultural Fundamentals and the behaviors described therein.

Qualifications


Position Requirements:  

Must have a bachelor’s degree in engineering, architecture, urban or regional planning, or similar field.  Master’s Degree preferred.   Must have a minimum of ten years of progressive management and high level CERCLA investigation and remediation program/project experience; Professional Engineer, American Institute of Certified Planners (CIP) or American Institute of Architects (AIA) certifications preferred.  Commercial airport experience preferred.

Required Knowledge, Skills, and Abilities:

  • Principles and practices of planning, environmental management, architectural, engineering design and construction, and administration of project management.
  • A variety of practices and procedures, including Federal, State, and local laws and regulations applicable to environmental investigations and remediation programs and projects. 
  • Design principles, techniques and tools used in the production and use of precision technical plans, blueprints, drawings and models.
  • The selection and administration of architectural, engineering, planning, consulting and construction contracts.
  • Principles of organization, budgeting and administrative project management.

Physical Requirements

  • Effectively communicate, orally and in written form, and make effective public presentations.
  • Read, write, and speak the English language in an articulate, fluent manner.
  • Distinguish the colors red, green, and yellow in airfield marking, lighting, and emergency light gun signals, or apply light gun signal procedures.
  • Communicate via telephone, radio, cellular telephone, with sufficient clarity to be understood by others and to hear radio and telephone transmissions in a high noise environment.

General

  • Establish and maintain effective working relationships with TAA personnel, the TAA Board, representatives of other agencies, the local business community and the public.
  • Keep abreast of changes in scientific knowledge and engineering technology.
  • Operate a computer, and any other computer software appropriate for assigned position.
  • Establish and maintain effective and positive working relationships with department personnel, other TAA personnel, and outside agencies, as required.
  • Initiate and organize responsibilities without observant supervision; and to take independent action relative to emergency operations and work problems requiring immediate solutions. 
  • Understand that dissemination of information outside of job requirements is based on “need-to-know” and must maintain discreet and professional sense of confidentiality due to sensitive nature of job functions.
  • Communicate the employee performance communications process in a fair and consistent manner according to the approved recommendations. 
  • Engage in self-improvement activities, and training as appropriate.                         

Licenses; Certificates; Special Requirements:

  • Valid Arizona Driver’s license.
  • Meet and maintain the ability to drive airport vehicles and obtain authorization to access the Non-Movement Area and Movement Area on the Air Operations Area (AOA).
  • Must obtain and maintain access to the Security Identification Display Area (SIDA).
  • Must receive AAAE Certified Member (CM) certification or an equivalent within two years of assuming the position. Must successfully complete the National Incident Management System (NIMS) 100, 200, 700, 800, 300 and 400 course requirements and certification within the first year of assuming the position.
  • As an employee, you are deemed to be essential personnel as part of TAA’s emergency response team and must respond to airport incidents as requested/required.
  • Will serve at the pleasure of the President/CEO and is not covered under the TAA employee appeals process.
