This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position. Current vacancy is with the Tulare County Health and Human Services Agency located in Visalia.
Promotional Opportunity: Open to Tulare County Employees in Regular or Probationary Status.

Typical Duties

Collect and compile data and prepare written analysis of findings; assist department/agency employees with procedural issues relating to recruitment, payroll, leave of absences, accommodations, analytics, and employee relations; conduct research, collect data, analyze information, and formulate recommendations in a variety of report formats; compile and maintain lists, data files, and records. May include records on various payroll, leave of absence, and accommodation specialty issues; write, process, maintain, review, distribute and ensure accuracy of a variety of records and statistical reports; may include labor forecast, sick leave, vacation accruals, insurance, leave of absence, accommodations, workers' compensation, payroll, and retirement reports; prepare memos, letters, and narrative including preparation of meeting agendas and minutes; read, interpret, and apply Federal, State, and local government laws, legislations, rules, and regulations as they pertain to departmental/agency practice monitor programs and contracts for compliance and modification; assist in, developing, implementing, operating, improving, and maintaining, automated systems for processing, tracking, and reporting personnel transactions and records including department/agency position control and staffing allocations; assist in benefit and compensation matters, and the coordination of the new hire process; assist the public and respond to inquiries; coordinate and liaison with other departments and staff; attend and assist in a variety of meetings/training; work with and indirectly supervise staff, volunteers, and possibly inmate workers; obtain quotes, provide proposals, and place purchase orders with vendors; give presentations before staff and groups; prepare pay estimates, review accounts, analyze invoices, and assist in preparing and monitoring a variety of HR and payroll related department/agency budget items; data enter employee and position information, payroll, leave of absence, medical, and workers' comp data into the human resources information system/department tracking system; coordinate department/agency staffing requirements and appropriate recruitment efforts; assist in preparation of recruitment materials and maintain recruitment records; assist in processing personnel transactions such as new hires, transfers, demotions, promotions, and terminations; work with hiring managers to identify current and future needs, ensure the hiring process moves forward, and assist with interview team preparedness attend recruiting events to represent the department/agencycalculate payroll for department/agency employees; deductions, withholding and contribution records, prepare and maintain payroll and disbursement records and files, and ensure timely payroll processing; review timesheets for completeness and conformity to policy and procedures from MOUs and County Personnel Rules; research, resolve, and correct discrepancies on benefit balances; prepare data entry documents and correction forms for Auditor's office; calculate pay adjustments due to correction of timesheets or processing corrections; communicate with workers' compensation and state disability representatives; assist with the review of work restrictions to determine reasonable accommodations; write policies and procedures as requested to implement changes or new programs/services.

Minimum Qualifications

Education: Equivalent to completion of two (2) years of college with major coursework in public, business or human resources administration, or closely related field.

Experience: One (1) year of progressively responsible experience in the field of Human Resources or Payroll.

Knowledge of: General clerical office methods and procedures; basic recruiting techniques; basic bookkeeping and payroll control procedures; indexing, filing, and record-keeping systems and procedures; numerical and alphabetical filing systems; English usage, spelling, grammar, and punctuation; knowledge of laws on payroll, leaves of absence, and accommodations, such as FLSA, ADA, FEHA, FMLA, CFRA, and PDL; human resources policies, procedures, and practices.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes, and behaviors of both clients and co-workers; operate modern office equipment inclusive of computer, keyboard, and all appropriate electronic equipment; communicate sufficiently to interpret and explain technical information to others; read, understand, and interpret laws, regulations, personnel policies, MOUs, and other changes that affect payroll processes; write clear, concise reports, letters, questionnaires, and grants; conduct research, collect, organize, and analyze information, draw valid conclusions, and formulate recommendations; accurately post figures to various documents and records; proofread and correct errors in calculations, grammar, and spelling; read and compare information in reports, memos, lists, and forms; read, interpret, and apply rules and regulations; organize work, set priorities, and perform work with accuracy and attention to detail; record information legibly and with technical accuracy; develop and maintain effective and accurate recordkeeping systems; perform multi-tasks in a fast paced, fluid environment and meet deadlines; communicate clearly and concisely, verbally and in writing; handle confidential matters discreetly and effectively; perform data entry functions; remain flexible and tolerant to changes in workload and assignments; use patience, tact, and courtesy when dealing with others.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11 years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

Group Term Life Insurance: $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance : A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
