POSITION: FISCAL ANALYST I, II
DEFINITION:
Under the direction of the Asst. Superintendent of Business Services, performs professional level accounting work utilizing networked computer systems; provides a basis for sound operational and financial planning through financial review and analysis, monitoring, reconciliation, and maintenance of district funds; assists in the organization, development, and compilation of a variety of materials for use in the County Office; assist in budget preparation process and assist in the preparation of fiscal reports; prepares budget information and reports in relation to labor negotiations; perform other budgetary, accounting, audit, and other related duties assigned by the Assistant Superintendent of Business Services. Fiscal Analyst II performs all of the Analyst I including complex specialized accounting work in support of multiple countywide or very large programs.
ESSENTIAL JOB TASK:
1. Performs functions in the accounting department relating to budget development.
2. Assists in the organization, preparation, maintenance, and monitoring of budget and expenditure control process.
3. Assists in the monitoring and analysis of the budget in regard to labor negotiations.
4. Prepares monthly, quarterly, and annual financial statements and reports including categorical programs, construction/bond programs and tax reports.
5. Performs a variety of technical and analytical analyses to ensure that guidelines and operational procedures are followed in the accounting, budget maintenance, and expenditure control processes.
6. Process annual employee contracts in conjunction with HR Analyst.
7. Prepare and submit countywide LEA Attendance to CDE
8. Analyze various revenue and expenditure reports as required by governmental agencies.
9. Assists various district personnel in regard to problems, issues and concerns pertaining to program budgeting and accounting reports.
10. Assists external auditors by providing requested accounting and budget data.
11. Attends staff, County, State and other meetings as appropriate.
12. Performs other accounting duties and functions as assigned by the Assistant Superintendent, Business Services.
13. Assist in calculations, report and analysis in labor negotiations.
14. Perform related duties as assigned.
15. Serve as the designee, when appointed by the Assistant Superintendent of Business Services at labor negotiations meetings, and caucuses.
KNOWLEDGE/SKILLS/ABILITIES:
Knowledge of
· Accounting/auditing principles applicable to school district finance, including methods, practices and procedures of school district accounting, budgeting, financial reporting and records management.
· Accounting and budget development theories and principles
· Practices and principles of training and work directions
· Modern office practices, procedures and techniques, including use and application of personal computers and associated software (Microsoft Word, Excel, Database software applications).
· Requirements of the California Education Code and the School Accounting Manual.
· Labor negotiations
Skills and Abilities
· Analyze, interpret and prepare financial statements and reports
· Develop appropriate methods to accomplish a variety of financial transactions
· Perform responsible and technical budget and account expenditure control functions
· Work effectively under deadline stress; assume responsibility and demonstrate initiative, responsibility, integrity, and judgement
· Work independently in the absence of direct supervision; establish and maintain effective relationships with others
· Maintain a high level of professionalism in keeping the needs of customers a top priority
· Must be proficient in the use of a calculator, Microsoft Office Suite, QCC/QSS, or similar accounting software.
EDUCATION AND EXPERIENCE:
· Any combination equivalent to a bachelor’s degree or two years of accounting experience, Fiscal Analyst II, Any combination equivalent to a bachelor’s degree or 4 years account experience.
· Public school experience and some supervisory responsibilities are desirable.
· Application of data processing to accounting transactions is desirable.
· Experience with Standardized Account Code Structure and Principal Apportionment Software is desirable.
