**This recruitment is specifically for a vacant position in the South (Groveland) Road Yard, but the eligibility list may be used to fill future vacancies in other Road Yards. **
Under direct or general supervision, operates a variety of trucks and road construction equipment; performs routine, semi-skilled, and skilled tasks in maintenance, repair, and construction of County roads, storm drainage systems, and related structures; paints traffic control markings on pavement; fabricates, installs, repairs, and maintains traffic warning and other signs and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direct or general supervision from assigned supervisor. Exercises no direct supervision over staff. May provide technical and functional direction to assigned staff.
CLASS CHARACTERISTICS
Road Worker I: This is the entry-level classification in the Road Worker series. Initially under close supervision, incumbents learn and perform a variety of duties in construction, maintenance and repair of County roads and rights of way. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the Senior level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.
Senior Road Worker: This is the journey-level classification in the Road Worker series, able under direction to perform the full scope of duties assigned. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Crew Lead Worker in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and is capable of performing the most complex duties assigned to the division.
The positions in the Road Worker class series are flexibly staffed and positions at the Senior level are normally filled by advancement from the I level requiring two (2) additional years of experience and after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

- Performs heavy manual labor in resurfacing, oiling and patching roads; breaks and removes pavement; digs and shovels dirt; digs, widens, shores and backfills trenches and other excavations; sweeps, clears and cleans roadsides, gutters, curbs, culverts and other drainage structures.
- Operates various pieces of equipment, including light trucks, dump trucks, back hoes, rollers, loaders, snow removal, water tankers and related equipment, and learns to operate and operates heavier equipment, in the construction and maintenance of roads, bridges, drainage systems and related structures.
- Operates various hand and power tools in the performance of construction and maintenance duties, including air compressors and pneumatic tools such as spaders, tampers, jackhammers, breaking guns, concrete saws; uses picks, shovels, rakes, brooms, wheelbarrows, rollers and flushers.
- Performs general maintenance and safety checks on equipment, including refueling, greasing and checking oil, water, lights and/or other vehicle components; reports the need for major repairs; performs pre-operations checks on a daily basis for all assigned motor vehicles.
- Loads, transports and unloads rock, water, fill, debris, gravel, asphalt and other materials to and from various construction sites.
- Performs and assists in the installation of traffic working, speed control, and other signs; paints traffic guards, barricades, and raised traffic bars on pavement.
- Operates and maintains a specialized road striping vehicle and multiple air, hydraulic and airless paint systems in accordance with relevant codes and ordinances.
- Mixes paint, loads truck tanks, and loads truck with necessary equipment and supplies; inspects equipment for safe operation condition.
- Fabricates, paints, and installs traffic control signs, legends, symbols and devices in accordance with traffic and vehicle control codes and ordinances.
- Clears slides; grades shoulders; clears brush; removes trees and clears accident sites; removes snow; operates spreaders to salt and sand roads; chains equipment as necessary.
- Operates snow removal equipment as required.
- Observes safe work methods and makes appropriate use of related safety equipment as required.
- Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
- Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and County workers.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Maintains accurate logs and records of work performed and materials and equipment used.

- Perform assigned maintenance and repair duties with accuracy, speed, and minimal supervision.
- Operate specialized construction maintenance and repair equipment, including paint and sign truck.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to completion of the twelfth (12th) grade.
Road Worker: One (1) year of experience as a laborer in construction or general maintenance work, including some experience in the operation of light trucks.
Senior Road Worker: Three (3) years of experience in the construction and maintenance of roads, or two (2) years as a Road Worker in Tuolumne County.
Licenses and Certifications:
Road Worker:
- Possessions of a valid California driver's license and a satisfactory driving record.
- Ability to obtain a valid Class “B” license with a tank vehicle endorsement within the first year of employment.
Senior Road Worker: (In addition to the above)
- Possession of a California Class “A” driver's license with a tank vehicle endorsement and a satisfactory driving record.

The County has a “Learning Forward” commitment to staff. We are dedicated to our employee’s growth and provide access to a career coach/employee development professional and provides an educational assistance program.
- A Road Worker shall receive a twenty-five ($0.25) cent per hour pay differential for each hour assigned to perform as a heavy equipment operator, when that assignment exceeds five (5) hours in any given standard tour of duty.* Employees who work four (4) hours or more in a shift beginning between 8:00 pm and 4:00 am receive a shift differential of $8.00 per shift. *Upon successful completion of 160-hour training program.
- Social Workers, Social Service Supervisor I/II, Program Managers, and Deputy Directors receive a five (5%) percent salary differential.
- HCU employees who work between 6:00 pm and 7:00 am receive a shift differential of $3.00 per hour. The shift must start at 2:00 pm or later and applies to hours actually worked between 6:00 pm and 7:00 am.
- An IT Technician required to return to work or return to work on a day not regularly scheduled and work four (4) hours or more in a shift receive shift differential at the following rates:
- 3:00 pm to 11:00 pm shift - $6.50 per shift
- 11:00 pm to 7:00 am shift - $9.00 per shift
- OE3 employees who work four (4) hours or more in a shift receive shift differential at the following rates:

Assigned personnel shall receive on-call pay of six dollars and fifteen cents ($6.15) per hour for each hour served on on-call duty. Assigned personnel become ineligible for on-call pay once activated to call back status.
Assigned Animal Control Officers receive on-call pay of two dollars and seventy-five cents ($2.75) per hour from the time they are released from active duty but not before the regular conclusion of shift, until they are back on active duty or the Animal Control workday starts. For each call back, the Animal Control Officers receive overtime pay from the time they leave their home until the time they return to their home or commence their workday.
CALL BACK PAY
Call-back compensation shall be paid for one and one-half (1½) hours at straight-time rates for each call-back occurrence and is in lieu of any travel time and expense to and from home and the first or last work contact point.
UNIFORM ALLOWANCE
Animal Control Officers receive an annual uniform allowance of five hundred dollars ($500.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.
Fire Prevention Inspectors receive an annual uniform allowance of seven hundred dollars ($700.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.
An annual uniform allowance of one hundred fifty dollars ($150) each fiscal year paid twice a year in January and July will be provided for the purchase of boots, coats, shirts, hats, uniforms, gloves, gators (snake proof), overalls or coveralls. Items of clothing will reflect the County logo or wording identifying the employee as a County employee. This section applies only to the following classifications: Appraiser, Building Inspector, Environmental Health Specialist, Planner, Solid Waste Technician, Solid Waste Specialist, Junior/Assistant/Associate Engineers, Engineering Technicians, Land Surveyors, Code Compliance Investigators and Agriculture & Air Pollution Inspector.
A uniform allowance of four hundred dollars ($400) per fiscal year paid twice a year July and January each fiscal year will be provided for the purchase of prescription safety glasses, safety boots, a safety coat, shirts with a County seal replica, trousers, hats and gloves.
Employees in the Road Operations Division, Skilled Trades and Maintenance Division who require corrective lenses for the normal execution of their job duties receive reimbursement towards safety glasses every two years.
