Summary
Turning Point Advocacy Services is a nonprofit responding to domestic violence, sexual abuse, trafficking, and homelessness by providing shelter-based and community-based services to survivors and their children. The agency is located in a confidential location in Warren County and the main service area is Franklin, Gasconade, Lincoln, Montgomery, St. Louis, St. Charles, and Warren Counties.
Under the direction and supervision of the Executive Director, the Shelter Manager is responsible for the management of all day-to-day shelter operations and hotline calls coverage. The Shelter Manager provides both direct services to survivors of domestic and sexual violence and non-direct services that ensure efficient day-to-day shelter operations. The guiding principles for this position are defined within the framework of woman-defined advocacy and respect for the individual woman’s needs and goals. The Shelter Manager is a member of the Senior Leadership team.
Responsibilities
The Shelter Manager provides direct oversight for all shelter residents; assistance for surviving in the immediate aftermath of leaving a violent environment to enter a communal setting; emotional well-being; conflict resolution; safety; and general survival and well-being needs.
Direct Services- Shelter:
· Oversees the maintenance of shelter resources and proper inventory and distribution of resources including storage trailer, shelter supplies, food, household items, personal care items, clothing, linens, cleaning products, and any other shelter resources.
· Serves as the agency liaison with the local Food Banks and secures necessary supplies and food items as available. Coordinates the timely and efficient delivery, storage, and use of these items within proper sell buy/best by dates.
· Responsible for maintaining the smooth operation and scheduling for the 24/7/365 agency hotline.
· Responsible for maintaining the cleanliness, upkeep, and security of the shelter building and surrounding yard and grounds.
· Assures the safety of the shelter building by making sure the shelter facility is properly locked and secured, and that cameras are in good working order and constantly accessible to the staff for monitoring.
· Responsible for making sure all equipment in the shelter is in good working order, and in coordination with the Executive Director, schedules repairs and maintenance as necessary.
· Responsible for the 24/7/365 staff coverage of the shelter facility. Supervises the Residential Coordinators and schedules their work schedules to assure proper coverage of the shelter facility at all times. Is responsible for finding proper coverage when there is a vacancy in the shelter coverage (vacation, sick, position unfilled, etc.) and covering the shift(s) if necessary.
Direct Services- Shelter Clients:
· Maintains the accuracy and organization of client case files, progress notes, and action plans. Assures that Residential Coordinators are properly trained in procedures, and monitors them for compliance.
· Coordinates client extensions and exit dates according to client plans in cooperation with the General Advocate.
· Oversees the development of client dinner menu plans, weekly chore lists, shelter communication, cleaning schedules, and all operations to assure the smooth running of the shelter.
· Assures clients entering shelter have the basic needs available to them per the agency guidelines.
· Coordinates the transportation of clients to necessary appointments, and for group outings as possible.
· Maintains client medications, and agency provided over-the-counter medications, in locked cabinets and follows agency protocols for the distribution and disposal of medications as necessary.
· Oversees the proper handling of client belongings when entering shelter and assures that the Heat Treat system is in constant good working order and that agency protocols for the Heat Treat system are followed.
· Follows agency protocols for the disposal of client belongings, medications, and other items within the proper timeframe. Responsible for maintaining a client list of those who still have items in agency storage and disposing of items in a timely manner.
· Ensures that issues within the shelter are addressed within a timely, direct, and respectful manner. Provides assistance with resolving conflicts within the residential setting.
General Duties
· Schedules the staff On-Call rotation and performs On-Call duties in the rotation. Assists in emergency coverage of the On-Call as needed.
· Responsible for collecting and reporting statistical information for funders as requested.
· Holds the bi-weekly Connect and Communicate client meeting, and any additional shelter meetings as needed.
· Serves as a community advocate by participating in community meetings, representing the agency at resource board, social service clubs, community groups, etc. as requested. Works cooperatively with other agencies that provide services to survivors of domestic and sexual violence.
· Responsible for facilitating at least one shelter client weekly group session.
· This position will be required to work a varied schedule to include some nights, weekends, and holidays. Must also be willing to assist in filling shifts as necessary.
· Needs to be available for emergency calls and situations as they arise outside of regularly scheduled hours.
· Accurately monitor shelter expenses to budget to assure that monetary and in-kind resources are correctly tracked and monitored for reporting to funders.
· Responsible for overseeing, developing, scheduling, and tracking all required and supplemental training for themselves and for the Residential Coordinators.
· Should be actively engaged in continuing education and learning to provide current, relevant, and innovative ways to meet shelter client needs.
· Protects client/survivor and staff and shelter location confidentiality as per MO revised Statute 455.220.
· Perform other duties as required and requested.
Qualifications
· Minimum of a bachelor’s degree in Social Work, Human Services, Psychology, or related field and three (3) years of management experience working in a client-based residential facility setting or similar program. An Associate Degree, and at least five (5) years of relevant experience would be considered.
· Sensitivity to the dynamics of domestic and sexual violence, and an understanding of woman-defined advocacy.
· Ability to work with people of diverse characteristics including, but not limited to, a variety of ethnic, racial, religious, and socio-economic backgrounds and nontraditional sexual orientations and gender identities.
· The capacity to remain calm and patient under stressful conditions.
· A valid and current Missouri Driver’s License and insurance. Must have, or secure within thirty (30) days of employment, a Class E Missouri Driver’s License.
· Exceptional written and oral communication skills, and appropriate self-confidence and maturity to effectively communicate at all levels and with multiple communication styles.
· Strong interpersonal and organizational skills with the ability to work collaboratively with staff, colleagues, board members, and other constituent groups.
· Ability to pass a criminal background and child abuse and neglect check.
