Position Summary:
As a member of the Leadership Team, the Clinical Operations Administrator is responsible for assisting the Director of Nursing in directing and managing all programs, personnel, and budgets within the Bureau of Community Health Services. The Clinical Operations Administrator works effectively with providers, nursing, and clinic staff to ensure continuity of care; maintains satisfactory relations with other bureaus; participates in patient education and advocacy; maintenance of records and updating policies, procedures, and skills of personnel. Works collaboratively with the Director of Nursing (DON) to assist with Bureau oversight and administration and regularly meets with the DON and Health Commissioner.


Minimum Qualifications:

Bachelor’s degree in Health Information management, Business, or Nursing with two (2) or more years working in the medical field and two (2) or more years of management/supervisory experience.

  • A master’s degree in a related field is preferred.
  • RN/BSN preferred.
  • CPR certification is preferred.
  • An MPH and/or CPH is preferred for all supervisory positions.
  • Must have a valid State of Ohio driver’s license, automobile availability, and liability insurance coverage that meets the Personal Vehicle Use Policy.


  1. Essential Duties:
    1. Plans and assures the effective implementation of programs to promote and protect the health of the Tuscarawas County population through active participation with Community Health Assessment, Community Health Improvement Planning, Strategic Planning, Quality Improvement planning and implementation, Workforce Development planning and implementation, and Performance Management implementation.
    2. Assists with the supervision of clinic support staff including but not limited to medical assistants and service coordinators. Supervises daily activities of staff members, organizes and directs nursing staff functions, and reports to the Director of Nursing (DON) as needed.
    3. Conducts case management and disease investigation when needed.
    4. Maintains acceptable standards of patient care.
    5. Participates in planning changes and improvements.
    6. Supports and enforces infection control policies and procedures and OSHA requirements.
    7. Maintains cost-effective programs, recommending improvements to provide better utilization of personnel and resources.
    8. Assists providers when needed with follow up for test results.
    9. Maintains professional approaches with confidentiality.
    10. Meet deadlines for duties and assigned projects.
    11. Participates in quality improvement monitoring and activities.
    12. Develops a system for training and cross-training clinical staff.
    13. Assists DON in providing annual training to clinic staff and ensuring that training plans are kept up to date.
    14. Ensures the appropriate management of all billing for services.
    15. Assist with in-house laboratory services.
    16. Ensures that prior authorizations, RX refill requests and referrals are processed promptly.
    17. Assists with service coordination and medical billing.
    18. Acts as bureau liaison for third party billing company.
    19. Assists clinic staff on an as-needed basis with delivery of clinic patient care. This includes assisting with patient flow, medical exams, maintaining/updating patient records, administering immunizations/injections, administering medications prescribed by physician, completing patient referral forms, performing patient follow-ups, etc.
    20. Oversees purchase orders of office supplies and medical supplies, including regularly administered vaccines.
    21. Completes and maintains all credentialing for medical providers.
    22. Ensures success and retention of medical providers.
    23. Assists in training medical providers on bureau protocols, procedures, programs, and technology.
    24. Assists DON with writing, reviewing, and revising standard operating procedures of the bureau.
    25. Provides leadership, direction and guidance to assigned staff, serves as a technical resource to clinic staff, and directs the implementation of Clinical Operations, policies and procedures.
    26. Promotes satisfaction of internal and external customers.
    27. Ensures chart audits are being conducted promptly according to policy.
    28. Assist the DON with grant writing, implementation and reporting.
    29. Ensures the establishment of correct and appropriate fees for fee-based services within the bureau.
    30. Ensures the appropriate management of all grant funding of the bureau’s programs, consistent with the Ohio Grants Administration Policies and Procedures.
    31. Ensures the appropriate management of all contracts for services associated with the Bureau.
    32. Maintains open communication channels with the Health Commissioner.
    33. Attends county, city, village, and/or township meetings as needed or requested by the Health Commissioner.
    34. Represents bureau to the Board of Health and prepares information for the Board of Health meetings.
    35. Promote efforts aimed at improving agency-wide processes by fostering a culture of continuous quality improvement.
    36. Complete appropriate incident command system training and participate in emergency response exercises and real-world events as needed.
    37. Serves as a member of the senior leadership team providing input and direction to overall organization strategic plan and operations.
    38. Assists DON and Human Resources with job interviews, when applicable.
    39. Ensures proper and complete training of all direct reports.
    40. Ensures bureau’s compliance with the agency’s records retention policy.
    41. Ensures the bureau’s compliance with the agency’s policy manual.
    42. Represents agency in the community and may be called upon to work events, which may be outside normal operating hours, pertinent to their program and/or the agency.
    43. Leads by example to promote a collaborative work environment.
    44. Prioritizes providing excellent customer service to internal and external clients.
    45. Demonstrates regular and predictable attendance.
    46. Adheres to the ethical principles of public employment.
    47. Works collaboratively and effectively with co-workers and management.
    48. Maintains effective communication with Health Commissioner, Directors, co-workers, and other staff.
    49. Completes all annual/required training.
    50. Attends and contributes to meetings, seminars, conferences, and other job-related training sessions.
    51. Maintains and increases knowledge and skills through attendance at meetings, conferences, seminars, and in-service trainings to stay current on public health issues and promote community awareness.
    52. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
    53. Establishes and maintains cooperative and effective working relationships with employees, supervisors, directors, board of health members, other agencies, and community members.
    54. Responds to public health emergencies in accordance with local, state and national response plans using the incident command system.
    55. Performs any other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operation of the Tuscarawas County Health District.
