Primary Function
The essential functions of this job are to perform the tasks listed as primary duties and other assignments directed by the Director of Business & Operations.
Scope of Work
The essential functions of this job include, but are not limited to, the following:
1. Oversee the daily operations of the district’s facilities, grounds, maintenance, and custodial departments.
2. Supervise and provide leadership to maintenance and custodial supervisors, ensuring efficient operations, adherence to district policies and proper oversight of custodial and maintenance teams.
3. Manage and oversee the district’s work order system to ensure timely response and completion of maintenance and repair requests.
4. Develop and manage budgets for facilities maintenance, capital improvements, and operations.
5. Ensure compliance with all local, state, and federal regulations related to building safety, environmental standards, and public health.
6. Develop and implement policies and procedures for efficient operations and maintenance.
7. Plan and oversee the maintenance, preparation, and repair of all district athletic fields, playgrounds, and outdoor spaces.
8. Ensure proper irrigation, fertilization, aeration, and turf management for safe playing conditions.
9. Coordinate field preparations for athletic events, including lining, mowing, and seasonal maintenance.
10. Work with athletic directors and coaches to schedule maintenance and improvements.
11. Manage operations of the district’s wastewater treatment facility, ensuring compliance with Pennsylvania Department of Environmental Protection (PA DEP) and Environmental Protection Agency (EPA) regulations.
12. Oversee domestic drinking water systems, ensuring water quality meets all safety and regulatory standards.
13. Coordinate testing, inspections, and maintenance of water treatment systems.
14. Ensure timely reporting and documentation for regulatory agencies.
15. Plan, coordinate, and oversee capital projects related to new construction, renovations, and major system upgrades.
16. Work with engineers, architects, and contractors on design, bidding, and execution of projects.
17. Oversee HVAC system maintenance and improvements, ensuring efficient heating, cooling, and air quality management.
18. Develop and implement long-term facilities plans that address aging infrastructure, future district needs, and sustainability goals.
19. Supervise the district’s energy management program to improve efficiency and reduce costs.
20. Supervise and oversee the district’s preventative maintenance program to extend the life of equipment and facilities.
21. Monitor trends and advancements in building technology to improve efficiency and operational effectiveness.
22. Ensure proper certification and training of employees in safety procedures, equipment operation, and regulatory compliance.
23. Foster a positive work environment that promotes teamwork, accountability, and professional development.
24. Coordinate all physical plant inspection requirements, ensuring compliance with regulatory agencies and maintaining safety standards.
25. Ensure compliance with OSHA, ADA, and other safety regulations.
26. Develop emergency response and disaster preparedness plans for facilities.
27. Oversee security measures related to district buildings and grounds.
28. Conduct regular inspections and audits to identify and address potential hazards.
29. Oversee service contracts for maintenance, custodial services, groundskeeping, HVAC, waste management, and other operational needs.
30. Ensure compliance with all service agreements, verifying quality, performance, and cost-effectiveness.
31. Manage procurement of equipment, materials, and supplies needed for facilities and grounds operations.
32. Monitor and negotiate contracts to optimize service levels and financial efficiency.

Job Type: Full-time
Pay: $83,626.00 - $96,553.00 per year
