The Recreation Manager position provides professional-level recreational expertise and leadership on DNR uplands managed for our trust beneficiaries within the Northeast Region.Sustaining long-term ecosystem protection and productivity is achieved through professional-level long-range and short-range planning and by managing and enhancing public use while maintaining realistic expectations about site carrying capacities, available resources, and budgets. This position helps the Northeast Region achieve its mission through strong leadership, thoughtful decision-making, and excellent planning. The incumbent coordinates the recreation program, including landscape-level recreation planning, volunteer coordination, event permitting and management, and the coordination and oversight of Washington Conservation Corps (WCC) crew projects within their assigned geographic area. In addition, the incumbent anticipates the need for grant funding and seeks those funding opportunities as they arise. This includes preparation of grant applications, presentations before grant funding committees, and ensuring successful implementation, including meeting all necessary budgetary and financial tracking requirements.The Recreation Manager operates under a multitude of DNR policies and Washington State laws including the Habitat Conservation Plan (1997), Policy for Sustainable Forests (2006), relevant WACs, and the Multiple Use Concept (RCW 79.10.120).Responsibilities : Recreation Land Management -Responsible for overseeing and supervising the maintenance of developed recreation facilities and infrastructure within the East Uplands zone utilizing all available resources.Within budget authority, develop and monitor contracts for sanitation services and noxious weed control on developed recreation sites.Evaluate, recommend, plan, and address current needs and improvements and create plans to address future needs.Ensure public access to facilities and trails and maintain and / or improve their condition in a sustainable and safe manner.Communicate and work with other recreation managers, district managers, and the state lands assistant sharing information, resources, and equipment, in support of public use and overall program development.Complete documentation for damage and communicate to appropriate staff (including LEOs) as appropriate. Schedule and implement repairs and maintenance as needed.Make recommendations to the Assistant Region Manager for the development, improvements, maintenance, or decommissioning of recreational infrastructure.Direct and ensure noxious weed infestation within and originating from public use and developed sites are addressed and controlled.Coordinate with user groups to develop long-term use and maintenance agreements to assure resource protection and the efficient use of department resources.Project Management -Analyze and assess potential projects for recreational infrastructure development and maintenance and make prioritized recommendations of projects to pursue to the Assistant Region Manager. Determine project eligibility, for grants, capital projects, or other funding sources. Build cost estimates and create professional, applications and presentations when applying for a grant.Draft, review, and complete permits or grant applications. Create professional-level documentation including SEPA, maps, project specifications, and graphics, etc. to meet permit or grant application requirements. Assist region and division staff with compiling, reviewing, and editing project information needed to complete grant applications. Effectively communicate with the division grant coordinator and other division staff to successfully complete grant applications.Supervision -Supervise, evaluate, and mentor recreation staff. Coordinate, prioritize, and assign work projects within biennial budget parameters.Oversee WCC or other contracted resources as necessary to complete projects.Maintains a safe working environment for employees and self.Enforces agency safety guidelines as well as L&I and OSHA rules related to employee activities in the workplace.Works independently to plan, implement, document, track, and evaluate the region’s volunteer program. Serves as region coordinator on volunteer program policy, procedure, and applicable state and federal laws. Provide guidance and support, using available volunteer program tools and resources, for staff members working with volunteers. Assesses the volunteer program’s effectiveness in the region and makes recommendations for improvement. Assists and supports region staff in creating effective working relationships and problem-solving with community-based resources.Work with region staff in developing and implementing volunteer program strategies in the region including on-site management, planning, recruitment, screening, training, agreements, registration, documentation, recognition, and tracking. Negotiate volunteer agreements (e.g. adopt-a-trail agreement).Build and maintain public / private partnerships with regional recreational and outdoor interest groups. Work collaboratively with local recreation groups on common issues, recreation permits, and programs. Provide information and education to groups about the department and its programs and issues.Required Qualifications : Bachelor’s degree in a natural resource-related field or other similar areas of study AND two years experience working collaboratively with volunteers, user groups, and the general public on natural resources-related recreation.OR a combination of education and / or experience equivalent to 6 years.Experience writing planning documents, preparing cost estimates, supervising and coordinating design work, presenting, and negotiating.Experience in public outreach and education.Experience using Microsoft Suite such as Word, Excel, Outlook, and PowerPoint.One-year supervisory experience.Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.Working knowledge of forest management activities and State trust land responsibilities.Working knowledge of GPS system and basic GIS principles.Ability to produce clear and concise written documentation and have effective oral communication and presentation skills.#J-18808-Ljbffr
