PROGRAM ANALYST.

Duties

• Analyze and evaluate data to identify actual or potential problems and trends.
• Provide assistance in the development of programs planning and execution of budget work for diverse aspects of varied Army and customer operating programs.
• Perform analytical and program work related to the development and/or execution of the phases of operating program.
• Provide input and reviews for Memorandum of Agreements, analysis, evaluation, and detailed requirement information for a range of program operations in meeting established goals and objectives.

• This position requires a level 2 Certification under the DoD Financial Management (FM) Certification Program. Certification must be obtained within two (2) years of entry into this position.

Specialized Experience: One year of specialized experience which includes 1) compiling data from studies and analysis performed by senior analysts; 2) coordinating with senior analysts to ensure proper audit trails are developed and/or maintained; 3) tracking internal control processes to ensure funds, property and other resources are reasonable protected against unauthorized use and 4) gathering statistical information to improve the effectiveness and efficiency of program operations.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Computer Science, Finance, Economics and Statistics of study.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
