Specialized Experience: One year of specialized experience equivalent to the NH3/GS13 grade level in the Federal service which include experience 1) leading or supervising various civilian personnel management teams to ensure the mission is accomplished; 2) formulating policies or guidance for Military/Civilian personnel programs such as recruitment and staffing, benefits, classification/restructuring, civilian and military personnel management; and 3) advise employees and management on complex civilian personnel issues.
This is a Department of Defense (DoD) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position. Within AcqDemo, NH-04 is equivalent to the GS-14 - 15 grade levels.

Additional information
- Performs the full range of supervisory duties and responsibilities for civilian personnel programs.
- Responsible for the management and direction of the civilian personnel program, involving extensive coordination and independent planning, implementation, and monitoring/evaluation.
- Exercise independent judgment and has full delegated responsibility for directing the short- and long-range planning and development of the civilian personnel program.
- Provide innovative and sound civilian personnel advice and expertise to higher-level officials and to subordinate/staff managers and supervisors to resolve complex personnel issues.
- Identifies the need for and takes action to implement new policy or program (For what) directions as required by higher echelons.
- Ensures all policy, regulatory, and program issuances are properly integrated and coordinated with other staff actions and fully supportive of mission requirements and the Federal Merit System Principles.
Conditions of Employment
- This position requires the incumbent be able to obtain and maintain a Secret Security clearance.
- This position requires Temporary Duty Travel (TDY) 5%.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is designated as a mission essential position. The employee may be required to remain on duty or report for duty during severe weather or other installation closings.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Control point not to exceed 35% above the lowest level of the NH-IV base pay amount. If the current base pay exceeds this amount, the control point will reflect the current base pay amount (144,681).

Salary : $129,690 - $195,200
