Summary About the Position : This position is located at US Army Combined Arms Center, The Army University, Army Distributed Learning Program Fort Eustis, VA. Fort Eustis, Virginia is located in Newport News, between historic Williamsburg and Virginia Beach. Local Transportation via the Hampton Roads Transit (HRT) bus service to the surrounding area which includes Hampton, Norfolk, Portsmouth, Chesapeake and Virginia Beach, York County, Gloucester, Suffolk, and Smithfield. Responsibilities As a Training Support Acquisition Specialist, you will perform the following duties which is not an all-inclusive list : Monitor contractor and government performance to ensure compliance with the terms of the contract. Develop activity sections of acquisition requirements package that include : statements of work; independent government cost estimates; contract decision documents, milestone schedules, tasks lists; and requests for purchase requests and commitments. Advise government on matters pertaining to procurement procedures prior to and during contract award. Analyze and conduct market research in order to meet government requirements. Write and brief management on acquisition reports. Respond in a timely manner to mitigate contract issues through communication with contracting officer and chain of command. Conduct extensive negotiations between government and contractor personnel involving technical requirements and cost and pricing data. You will be evaluated on the basis of your level of competency in the following areas : Acquisition Strategy Contracting / Procurement Influencing / Negotiating Manages Resources Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.
