Duties
This position also conducts research, reviews, analyzes, audits data, and develops a variety of organizational, financial, budgetary, statistical, and/or operational reports for the purpose of analyzing operations, administering budgets, improving operations, and providing recommendations to senior management.
The incumbent will perform procurement activities requiring advanced knowledge of procurement policies and practices; such as preparing complicated specifications, negotiating service contracts, and preparing significant and large purchase orders.
Responsibilities
The Procurement Administrator performs a variety of duties and responsibilities that include, but are not limited to, the following:
- Procure supplies, equipment, services, and furnishings from government and non-government sources through new contracts, competitive bids, or existing government contracts. Plan and coordinate time and delivery of purchases.
- Assess requests for goods and services by ensuring that they are allowable under limitations, restrictions, and policies, as well as determining availability of funds. Review accounting records of each functional allotment and reconcile accounts. Ensure that accounts have funds available for items being purchased. Prepare spreadsheets and maintain databases to track certain expenditures.
- Adhere to the Guide to Judiciary Policies and Procedures and Judiciary Procurement Program Procedures on procurement practices. Adhere to the court unit's internal control procedures.
- Identify and maintain lists of vendors and sources of supply for goods and services. Review, evaluate, verify, and process invoices and prepare payment requests. Update the inventory listing of property and conduct inventory reconciliations.
- Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production, and distribution capabilities as well as their reputation and history. Prepare specifications, solicitations, and requests for qualifications/proposals; research products and equipment; prepare product/equipment specifications. Obtain and review competitive bids, quotes, and proposals from vendors and contractors; discuss evaluations and review with requesters and subject matter experts.
- Negotiate with vendors for the best price over contracted services and purchases. Coordinate with selected vendors on supply and delivery of purchased items. Evaluate and monitor contract performance to ensure compliance with contracted obligations; assist with clarifying contract requirements and resolving any conflicts. Recommend cyclical replacement of accountable property.
- Maintain Contracting Officer certification by completing biennial continuing education requirements as certified by the Procurement Liaison Officer. As Contracting Officer, process and sign purchase orders and contracts for the purchase of products and services. Ensure purchase is authorized, funding is available, the appropriate delegations of authority exist, and adequate competition took place in accordance with the estimated dollar value of the procurement. Provide contract administration and oversight. Track expenditures.
- Ensures files are established and maintained for every solicitation, contract, and purchase action, and are in compliance with the Guide to Judiciary Policy.
- Collect, review, audit, and analyze data and information, such as court operations, activities, budget and financial data, and other similar statistical data. Develop a variety of reports based on historical and current data, including statistics on procurement activities.
- Review procurement expenditures of departments to ensure compliance with budget.
- Establish and maintain sound professional relationships with suppliers. Resolve issues (e.g. pricing, quality, timing, claims, contract disputes, etc.) associated with terms and conditions of service agreements.
- Perform and coordinate administrative, technical, and professional work related to day-to-day building management issues, space planning, and space and facilities projects, including ensuring compliance with the appropriate guidelines, policies, and approved internal controls and conducting inventories.
- Conduct research, review, analyze and audit data, and develop a variety of organizational, financial, budgetary, statistical, and/or operational reports for the purpose of analyzing operations, administering budgets, improving operations, and providing recommendations to senior management.
- Provides backup support in travel coordination by processing travel vouchers and travel authorizations, communicating with staff and responding to questions, problems, or insufficiencies with voucher submissions and status of voucher payments, and collaborates with other court units and agencies, as needed.
- Performs other duties as assigned.

As part of the recruitment process, final candidates for the position will undergo a preliminary background investigation completed by the U. S. Probation Office. Fingerprints will be taken, and a criminal records check will be conducted using nationwide databases. A credit check will also be conducted. The candidate's past job performance and professional/personal conduct will be reviewed and considered.
As a condition of employment, the selected candidate may also be required to complete a 10-year background investigation coordinated by the Administrative Office of the U.S. Courts and will then be subjected to re-investigation every five years, thereafter. The investigation includes a fingerprint check through the FBI, as well as a check of financial and credit records. Any position offer will be considered provisional until a full suitability determination can be made. All Court employees are required to adhere to a Code of Conduct for Judiciary Employees.
The United States Probation Office, District of Nevada, is part of the Judicial Branch of the U.S. Government. All applicants must be U.S. citizens or permanently eligible to work in the United States. The Federal Financial Management Reform Act requires direct deposit of federal wages.
Qualifications
Completion of a bachelor's degree from an accredited college or university in a field of academic study, such as accounting, business, finance, or related field is preferred, but not required.
Education
To qualify for CL-27 an individual must have two (2) years of specialized experience or completion of the requirements for a bachelor's degree from an accredited college or university and one of the following superior academic achievement requirements:
- An overall "B" grade point average equaling 2.90 or better of a possible 4.0;
- Standing in the upper third of the class;
- "3.5" average or better in the major field of study, such as business or public administration, human resources management, industrial relations, or psychology;
- Election to membership of one of the National Honorary Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies; or
- Completion of one academic year (18 semester or 27 quarter hours) of graduate study in an accredited university in business or public administration, political science, criminal justice, law, or other fields closely related to the subject matter of the position.
