This position is located in the United States Department of Labor (Department or DOL), Employment and Training Administration (ETA), Office of Foreign Labor Certification (OFLC). OFLC provides national leadership and policy guidance to carry out the responsibilities of the Secretary of Labor under the Immigration and Nationality Act (INA).

Help Duties

For Series (0343) - Grade (GS-14):

  • Plans, organizes, and conducts all phases of the work, determining the scope of assignment and assigning work to professional subordinates.
  • Identifies training needs for team members and coordinates training sessions to enhance staff skills and knowledge in fiscal and finance techniques, compliance requirements, and relevant software/tools, providing ongoing coaching and support to help team members address challenges and achieve their goals.
  • Advises on and assists management in formulation, execution, and tracking of OFLC budget and spending, carries out responsibilities in the maintenance and tracking of OFLC contracts and spending against the annual plan.
  • Compiles and analyzes data related to all financial activities to assess performance, identify trends, and generate reports for internal and external stakeholders. Uses data driven insights to make recommendations for process improvement and resource allocation.
  • Performs oversight of OFLC contracts and purchases, which includes, but is not limited to promoting coordination, cooperation and communication among the contractor, Contracting Officer and all Government personnel to ensure satisfactory completion of the contract; manages contracts and ensures completion of the same IAW Federal Acquisition Regulation (FAR).
  • Leads the planning, technical administration, and oversight of OFLC contracts and purchases; possesses credentials to effectively oversee and administer contracts on behalf of OFLC: tracks, effectively manages and advances individual procurements using the Department's electronic procurement system and financial management system; prepares procurement/contract packages and supporting documentation, including those related to IT services. OFLC staffing, and support services.
  • Uses reports, analysis, and assessments on the effectiveness of current strategies to advise management regarding any procedural changes that could bolster effectiveness and efficiency within the office. Effectively manages and reports on all financial activities.
  • Develops and implements quality assurance procedures to ensure accuracy and integrity of all finance data, reports, and procedures, and identifies potential risks or any compliance issues related to grant activities, working with stakeholders and assigned Federal Project Officers (FPOs) to develop mitigation strategies.
  • Serves as the primary point of contact for internal and external stakeholders regarding all OFLC budget and finance activities, collaborates with other departments or teams to facilitate information sharing, problem solving, and process improvement initiatives, communicates regularly with senior management to provide updates on status of budget, contracts, travel, and fiscal grant monitoring activities, challenges, and accomplishments.
  • Conveys and explains complex technical information regarding OFLC budget, contracting and financial activities to internal and external parties with different levels of comprehension. Develops and presents spreadsheets and weekly management reports and makes recommendations to senior management.

NOTE: The incumbent is required to be certified in the acquisition career field as defined in the Federal Acquisition Certification for Contracting (FAC-COR). FAC-COR certification must be completed and maintained within established guidelines, the incumbent may be removed from this position if certification requirements are not maintained.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Supervisory Management and Program Analyst (Financial), as described below.

For GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized experience must include at least 3 of the following:

  • Experience overseeing budget build processes to ensure compliance with requirements, regulations, and organizational policies.
  • Experience leading a team managing and analyzing spending, contracts, state workforce agency grants, travel, and Contracting Officer Representative (COR) activities, while providing financial reporting and advice.
  • Experience preparing Congressional Budget justifications and advising management on finance improvements using reports, analysis, and strategy assessments.
  • Experience applying financial methods, procedures, and practices to assess the financial stability for recipients of Federal grants or cooperative agreements.

Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
