  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

  • The salary range reflects the BASE SALARY for locations throughout the US. Upon selection, the salary will be adjusted to include the approved official worksite locality.
  • Department of the Air Force supports the use of telework/remote work as a way to help attract and retain talented individuals in public service. This position is authorized telework/remote work on a full-time basis in accordance with Agency policy.
  • This position is eligible for 100% remote telework, location negotiable after selection.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include knowledge of management and human capital planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff-level functions, practices, and procedures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Expert knowledge of management and human capital planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff-level functions, practices, and procedures.
  • Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level functions and programs and related administrative programs.
  • Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams.
  • Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance.
  • Ability to deliver high-level written and oral products, to justify, defend, present, advocate, and/or advise on processes, actions, directives, and decisions impacting military operations.
  • Ability to persuasively interact with other senior management personnel from all branches of the service, as well as government officials to negotiate major issues of importance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
