The Management Officer position is one of five specialized roles of a Foreign Service Officer. These are the career diplomats working at and supporting our Embassies and Consulates around the world. Foreign Service Officers spend approximately 70% of their career overseas with the remainder of time in Washington DC or other domestic locations. Advancement opportunities are equal across all career tracks.
A Management Officer position with the U.S. Department of State is a multifaceted role offering a great deal of flexibility as you progress through a successful career. Early on you can choose a position which closely ties to your experience and education or opt to branch out immediately. With each successive assignment you can choose to broaden your base of knowledge or simply advance within your primary skillset.
At the entry level, after an initial consular assignment, you will assume a role within a management section overseas. The role will include supervisory responsibilities and can be as a Human Resources Officer (HRO), Financial Management Officer (FMO), a General Services Officer (GSO), or a Management Officer (MO).
As an HRO, you are responsible for talent and performance management of American and Locally Employed Staff. You will execute a range of human resources functions, including recruitment and staffing, training and development, performance management, salary and benefits administration, employee policies and procedures, and workforce planning and position classification, in support of our diplomatic initiatives.
As an FMO, you are responsible for the management of the financial activities of our diplomatic and consular posts. You will execute a range of functions, including short- and long-term planning associated with multi-million-dollar budget development and execution, providing expert advice and guidance on applicable finance regulations and laws, and execution of payments associated with procurement actions.
As a GSO you will be responsible for the management of physical resources and logistical functions at our diplomatic and consular posts. You will develop, plan, implement, and manage ongoing support programs including contracting, warehousing, and inventory of property and supplies, shipping and customs, motor pool, real estate, travel, and VIP official visitor support up to and including the President of the United States.
As an MO in your early assignments, you may be responsible for the entire management support platform at a small embassy or consulate to include oversight of HR, FMO, GSO, as well as Facilities Management, Information Technology, Medical, and Community Liaison Offices. You may supervise other American personnel within these units or senior local staff. You provide a link between the various management units and the interagency offices working within your mission. You are the principal advisor to the Ambassador on all internal operations. You must develop and maintain strong host nation contacts at all levels of government to facilitate the internal operations of the mission with strict adherence to the Viena Convention on Diplomatic Relations and all other applicable laws and regulations.
Salary
Starting base salary range incorporating D.C. locality pay: $65,203 - $117,444.

How To Apply
You must register for the Foreign Service Officer Test (FSOT) and select Management Officer as your career track to be eligible for this position. The test is offered three times each year and the next registration window opens December 17. Please note that the hiring process may take 18 to 24 months.
